Uzbekistan

Dear forum participants! I sincerely welcome you to the opening of the First SCO-Plus Expert Dialogue on Security Issues. First of all, I would like to express my gratitude for your support of Uzbekistan's initiative and the attention you are devoting to strengthening cooperation between our countries.

Address to the participants of the First SCO-Plus Expert Dialogue on Security Issues
The participation of heads and representatives of the intelligence services of SCO member states, observer states, and dialogue partners in today's event demonstrates a shared interest in joining forces in the face of modern challenges and threats.

This year, the Shanghai Cooperation Organization celebrates its 25th anniversary. Over the past quarter century of its formation and development, it has become an effective platform for developing joint approaches to ensuring international and regional security.

Uzbekistan, as a founding member of the Shanghai Cooperation Organization, attaches particular importance to further strengthening its role and expanding its activities as a unique multilateral platform uniting member states to maintain stability and inclusive development.

Dear guests!

Unfortunately, the current global situation is characterized by rising geopolitical tensions, deepening contradictions, and escalating armed conflicts.

Issues of ensuring information security, protecting critical infrastructure, and enhancing state resilience to new forms of destructive influence are becoming increasingly pressing.

Today, we are witnessing a profound transformation in the very nature of transnational threats.

The rapid development of digital technologies, artificial intelligence, and global communications not only opens up vast opportunities for progress but also creates fundamentally new vulnerabilities.

It is no exaggeration to say that cyberspace has become a key arena of confrontation, where, alongside traditional methods, network attacks, manipulation of public opinion, and disinformation are increasingly being used.

The use of the digital environment by terrorist organizations is a cause for concern. Internet platforms have become a tool for promoting radical ideology, recruiting new supporters, attracting financial resources, and forming extremist groups that transcend national borders.

Under these circumstances, young people remain a particularly vulnerable group. Destructive forces are deliberately influencing the consciousness of young people, drawing them into their communities, exploiting social contradictions, and spreading ideas of intolerance.

Such processes threaten to undermine interethnic and interreligious harmony and destabilize the socio-political situation.

Therefore, it is crucial not only to respond promptly to emerging incidents but also to act proactively – identifying risks, exchanging information, strengthening national capacity, and developing coordinated approaches to ensuring security.

We are convinced that no single state can fully counter threats that know no borders. This objectively increases the need for international cooperation, mutual trust, and practical mechanisms of interaction.

Dear friends!

Addressing you in this significant year for the Organization, I would like to emphasize that the SCO's ability to promptly respond to new challenges and effectively contribute to the creation of a more stable world largely depends on the coordinated work of its intelligence agencies.

I am confident that today's dialogue will allow you not only to comprehensively discuss current challenges and threats, but also to identify practical areas for further cooperation aimed at ensuring the security of our peoples and the sustainable development of our states.

I wish all forum participants fruitful work and a pleasant stay in Uzbekistan.

Shavkat Mirziyoyev

President of the Republic of Uzbekistan
