Andijan Expands Livestock, Poultry and Fish Farming Projects

Andijan Region plans to expand the number of large livestock, poultry and fish farming complexes. The region will also increase fruit and vegetable processing, support cotton producers and introduce additional incentives for companies creating large numbers of jobs.
In Ulugnor, 5,000 hectares converted from cotton to fodder crops can support at least 10,000 head of cattle. By the end of the year, conditions for livestock farming will be created on at least 200 hectares of land along fields. Projects for large livestock complexes will also be developed in Ulugnor and Boston.
Based on the experience of the $20 million poultry complex launched in Balikchi, four similar projects will be started in Jalakuduk and three in Khojaabad. A fish farming cluster will also be established on 1,200 hectares in Ulugnor.
To bring hilly land into economic use, the “Agrostar” company will be established. By spring, water will be supplied to 4,000–5,000 hectares, where industrial orchards of peaches, cherries, apricots and plums will be created. The orchards will be maintained for three years and then handed over to local residents in ready-to-use form. The project will receive $30 million, while 200 billion soums will be allocated for water supply to the hilly areas.
Currently, only 16% of fruit and vegetable output in the region is processed. Leasing small-scale equipment and creating district-level brands could raise the share to 30% and exports to $500 million. Some 100 billion soums will be allocated for leasing processing equipment. A five-hectare greenhouse project in Balikchi will be replicated nationwide, with 300 billion soums allocated, including 50 billion for Andijan Region.
Under new cotton support measures, both farmers selling cotton through the exchange and clusters purchasing it will receive a subsidy of 500,000 soums per tonne. Clusters growing cotton on their own land will receive 1.5 million soums per hectare.
For companies employing at least 1,000 workers, 50% of expenses for employee training, skills development and transport will be compensated. Employees who have worked for at least five years will also receive compensation for their children’s tuition fees. Andijan will receive $20 million for these measures.
Andijan has also been tasked with becoming the Fergana Valley’s center for training engineering specialists. Some 95,000 students study at 12 higher education institutions and 60,000 young people at 59 technical schools. Practical departments will be placed in 46 industrial zones and 56 major enterprises, while dual education coverage will reach 80%.
Andijan Technical Institute will be transformed with foreign managers and professors invited to update its programmes. A design faculty focused on industry will also be established, with 25 billion soums allocated for the initiative.
