Andijan to Expand Water Supply, Women’s Employment and Digital Security

New projects in Andijan Region focus on improving living conditions, supporting business and modernizing urban infrastructure. Plans include housing and service facilities in Bobur, expanded water supply, support for women’s employment and digital tools for public safety.
Bobur City is being developed on 4,000 hectares of hilly land. Some 25,000 residents have already moved into new housing, while construction has begun on 800 multi-storey buildings for another 200,000 people. Entrepreneurs planning shopping complexes, business centres, hotels and private education, healthcare and sports facilities will receive support. The starting price of land for such projects will be set at half the level applied to land allocated for housing construction.
A bridge on Bobur Shoh Street in Andijan has been commissioned. Next year, three major overpasses will be built at the intersections of Milliy Tiklanish–Navoi, Uzbekistan–Bobur and Amir Temur–New Ring Road streets. A bridge bypassing the centre of Asaka district will also be commissioned.
Over the past several years, 1.5 trillion soums has been allocated to water supply and sewerage, raising drinking-water coverage to 93%. From next year, construction will begin on the second branch of the Khanabad–Andijan main pipeline to improve water supply for 1 million people. Nine kilometres of sewerage networks are being reconstructed in Andijan, with another 15 kilometres to be renewed. The capacity of the wastewater treatment facility in Altinkul will be doubled.
A separate $20 million fund will be established to support women’s employment. Some 3,000 women in Andijan want to work but are engaged in childcare. Preschool coverage has reached 86%, and entrepreneurs are ready to open 134 additional family kindergartens.
New deputy positions responsible for digitalization and combating cybercrime will be introduced in the internal affairs departments of Andijan, Shakhrikhan and Andijan district. Street-camera data will be analysed using artificial intelligence to help prevent offences and traffic accidents. A cybersecurity protection programme will also be developed.
Authorities also called for faster resolution of business disputes. The Supreme Court, Business Ombudsman and Ministry of Justice will review entrepreneurs’ appeals. Training on pre-trial dispute resolution will be held in October–November, while procedural legislation will be analysed to expand simplified proceedings.
