Bloomberg: NATO Prepares “Theory of Victory” in Case of Conflict with Russia

NATO is developing a strategy for a potential military conflict with Russia called the “Theory of Victory.” Bloomberg, citing sources familiar with an unclassified version of the document, reports that the plan is focused on maintaining the Alliance’s military advantage and rapidly repelling a possible attack.

The document is being prepared by US General Alexus Grynkewich, NATO’s Supreme Allied Commander Europe. According to the agency, he is due to present the strategy in Poland on October 12. The document is intended to explain how the Alliance would act in the event of an invasion of NATO territory.

Colonel Martin O’Donnell, a spokesman for Grynkewich, described the document’s central idea as follows: “The Supreme Allied Commander Europe’s theory of victory is simple: maintain NATO’s advantage.” He said that, given the unstable and complex global security environment, the Alliance must already create the conditions to deter and, if necessary, prevail in the event of an attack.

According to Bloomberg’s account of the document, NATO would use ground forces and other capabilities deployed on the eastern flank to block a potential invasion. The strategy also calls for the use of low-cost drones, minimally crewed systems and targeting capabilities using artificial intelligence.

Once it gains freedom of maneuver, the Alliance would seek to destroy the adversary’s command-and-control systems in order to rapidly and decisively defeat its forces. The strategy is also intended to demonstrate NATO’s readiness for conflict and convince a potential adversary that defeating the Alliance would be impossible.

Moscow has repeatedly rejected claims that Russia plans to attack NATO countries. Russian President Vladimir Putin has also said that Moscow is not interested in a direct military conflict with the North Atlantic Alliance.

NATO Secretary General Mark Rutte has previously said that the Alliance sees no signs that Russia is preparing an attack on NATO territory. At the same time, he has said that European countries should be prepared for possible prolonged hybrid threats.
