Canada to Provide Ukraine with More Than C$1 Billion for Energy and Air Defense

Canada has announced a new support package for Ukraine, including C$757 million in loan guarantees through the European Bank for Reconstruction and Development for emergency natural gas purchases and strategic reserves ahead of the heating season. Another C$350 million will support the procurement of critical interceptors for Ukraine’s air defenses.
The measures were announced on September 10 during Ukrainian President Volodymyr Zelenskyy’s visit to Canada and his meeting with Prime Minister Mark Carney.
Canada will provide an additional C$10 million to the Ukraine Energy Support Fund, bringing its total contribution to C$100 million. Export Development Canada will provide C$200 million in concessional trade financing for priority projects, including hydropower, damaged infrastructure rehabilitation and energy-system modernization.
Ottawa also said it was prepared to facilitate long-term agreements for Canadian LNG supplies to Ukraine. The two countries agreed to deepen cooperation in nuclear energy, including uranium supplies and conversion services, and to expand the involvement of Canada’s private sector in rebuilding Ukraine’s energy infrastructure.
Separately, Canada and Ukraine agreed on a C$350 million package for critical air-defense interceptors. According to Reuters, the procurement will be carried out through a U.S. third-party supply program.
During the visit, Zelenskyy and Carney signed the Canada-Ukraine Declaration for a 100-Year Partnership. The document sets out their intention to elevate bilateral relations to a Comprehensive Strategic Partnership. The two sides also agreed to work toward a comprehensive Strategic Partnership Agreement based on three pillars: defence innovation, economic growth and reconstruction.
