In our country, sericulture and silkworm cocoon harvesting play a vital role in providing income-generating employment, increasing rural employment, and expanding export potential. However, problems accumulated at all stages&mdash;from feed production to cocoon processing&mdash;are hindering the industry&#39;s full potential. In particular, a significant portion of silkworm granules is imported. It was noted that by 2030, the utilization of local granules could be increased to 75 percent, which requires the restoration of granule breeding stations. During the presentation, plans were outlined to establish breeding stations for bryna in the Fergana and Khorezm regions and produce elite varieties of bryna. Two new bryna production facilities will be established this year in Bukhara and Namangan, in addition to the 10 existing ones, and four more new facilities will be established in the Tashkent, Jizzakh, Samarkand, and Surkhandarya regions in 2027-2029. To support breeding and bryna production enterprises, it was proposed to cover half of their costs for attracting qualified foreign specialists and wages for seasonal workers, and to exempt seasonal workers from income and social tax. It was noted that to improve the quality of cocoons, the forage supply must be improved. A phased expansion of the forage supply is planned for 2026-2030. Specifically, new mulberry plantations are planned on 8,000 hectares, single-row mulberry plantings are planned on 41,500 hectares, and mulberry plantations are planned to be restored on 15,000 hectares. As a result, it is expected that 200 million mulberry seedlings will be planted by 2030, and the forage supply will increase by 30 percent. Silkworm production volumes will be forecast based on an analysis of the forage supply. Specifically, it is planned to produce 30,000 tons of cocoons in 2026 and 36,000 tons by 2030. Work in the industry will be organized using a new system. The Uzbekipaksanoat Association, the regional and district branches of Agropilla, and sericulture clusters will work in a coordinated manner to organize the work of farmers, home-based workers, and cocoon producers, providing them with support at all stages, from the establishment of new mulberry plantations to the purchase of cultivated cocoons. Particular attention will be paid to attracting low-income families and those included in the social registry to sericulture and supporting them. Specifically, starting this year, the &quot;mahalla seven&quot; will provide residents with a subsidy of 35 percent of the cost of 1 kilogram of harvested cocoons, as well as loans of up to 20 million soums for the purchase of equipment and tools for silkworm farming. Expanding industrial cocoon cultivation has been identified as an important objective. Currently, silkworm cocoons are primarily harvested at home, but it is possible to ensure stable production and quality by establishing specialized silkworm farms. It was proposed to encourage the construction and operation of silk farm clusters, including exempting farms from land and property taxes until January 1, 2029. Particular attention was given to increasing exports and added value in the industry. It was noted that the current share of high-quality raw silk obtained from local cocoons and its processing remains low. It was stated that by improving quality and expanding deep processing, export revenues could be increased to $250 million. Specifically, the implementation of 21 investment projects worth a total of $200 million by 2030 will increase raw silk processing to 75 percent, bringing the volume to 3,000 tons. This will enable the production of 18.5 million linear meters of silk fabric. Measures were identified to increase the share of finished products in exports, develop new markets, and develop and support national brands. The need for widespread implementation of digital technologies in the industry was emphasized. A decision was made to develop a unified information system covering feed inventory, enterprise registries, electronic reporting and settlement, as well as real-time monitoring of cocoon collection points, cocoon harvest volumes, and cocoon harvesting facilities.
