The size of Ukraine&rsquo;s armed forces will be capped at 600,000 troops (currently 800,000&ndash;850,000; pre-war &mdash; about 250,000). Kyiv must maintain its non-nuclear status and hold national elections 100 days after the agreement takes effect. For Russia, the plan offers gradual sanctions relief, long-term economic agreements with the U.S. &mdash; including cooperation in energy and extraction of rare earth minerals in the Arctic &mdash; and a possible invitation to return to the G8.
