China Criticizes US Sanctions Bill Targeting Russia and Iran

China has opposed extraterritorial jurisdiction and unilateral US sanctions after the US House of Representatives passed a bill introducing new measures against Russia and Iran. Beijing said China’s economic and trade cooperation with other countries should not be subject to interference or pressure from third parties.
A Chinese Foreign Ministry spokesperson said that “economic and trade cooperation between China and other countries is not directed against any third party and should not be subject to interference or coercion by third parties.” The spokesperson added that Beijing opposes unilateral sanctions that, in China’s view, lack a basis in international law and are not authorized by the UN Security Council.
The US House passed the legislation on September 16 as part of efforts to increase economic pressure on Russia and Iran. Reuters reported that the bill could give the US president authority to impose tariffs of up to 100% on countries that continue purchasing Russian energy, including China and India.
At the same time, China and the United States are continuing economic talks. China’s Ministry of Commerce said on September 17 that the two countries’ economic and trade teams remain in close communication over reciprocal tariff reductions. The discussions concern a framework covering about $30 billion in goods from each side.
The two tracks illustrate the parallel nature of the current China-US economic relationship: Beijing is objecting to US sanctions and extraterritorial measures while maintaining negotiations on tariff reductions and trade arrangements.
