CIS and SCO to Hold Counterterrorism Forum in Minsk

The CIS-SCO Counterterrorism Forum will be held in Minsk on October 7–8, 2026. Delegations from 28 countries, representatives of 17 bodies of the two organizations and 10 international organizations are expected to take part.
The forum will bring together several major events, including the 4th CIS Conference on Countering Terrorism and Extremism and the 12th International Scientific and Practical Conference of the SCO Regional Anti-Terrorist Structure. The programme will also include joint counterterrorism exercises involving competent authorities of CIS and SCO member states.
Participants will assess how developments in different regions of the world are affecting the emergence of terrorist and extremist threats and exchange national experience in addressing current security challenges. International counterterrorism cooperation and the improvement of legal, organizational and practical mechanisms for cooperation will also be discussed.
Special sessions will focus on scientific and educational training for counterterrorism and counter-extremism work, measures to counter terrorist financing, and efforts to address terrorism in the information environment.
On October 8, the operational phase of the final stages of the joint CIS-SCO counterterrorism exercises “Eurasia-Antiterror — 2026” will take place. The exercise will be conducted in a combined format involving special-purpose forces from the participating states.
The forum will therefore combine expert discussions on security issues with practical exercises designed to coordinate the actions of competent authorities. The event is organized by the State Security Committee of Belarus, the Executive Committee of the SCO Regional Anti-Terrorist Structure and the CIS Anti-Terrorism Center.
