EAEU Prepares for New Stage of Integration as Uzbekistan Proposes Stronger Industrial Cooperation

The Eurasian Intergovernmental Council discussed further integration, the removal of barriers to mutual trade, and expanded transport and industrial cooperation. Uzbekistan took part as an observer state and presented a number of proposals aimed at deepening economic ties.

Prime Minister Abdulla Aripov said Uzbekistan’s trade turnover with EAEU countries exceeded $20 billion in 2025 and increased by another 16% in the first eight months of 2026.

Tashkent proposed developing a joint industrial cooperation programme with specific projects, sites, partners and sources of financing. It also proposed establishing a project office in Uzbekistan to help turn interregional contacts into real production projects.

Another proposal calls for pilot projects in energy-intensive industries using artificial intelligence, green finance instruments, preferential lending and public-private partnerships.

Kyrgyzstan raised the issue of internal EAEU borders. Chairman of the Cabinet of Ministers Adylbek Kasymaliyev said queues of trucks at inspection points contradict the idea of a common market. Bishkek proposed integrating navigation seals, electronic accompanying documents, traceability and labelling systems, and conformity assessment into a single digital framework. This would shift controls into the digital sphere and make physical inspections an exception.

Kasymaliyev also called for seamless land transport corridors and proposed that the Eurasian Economic Commission establish a mechanism for rapid information exchange when there is a risk of shortages of certain types of fuel.

Chairman of the EEC Board Bakytzhan Sagintayev said mutual EAEU trade reached about $96 billion in 2025. This was 74% higher than in 2020 and twice the 2015 level. Mutual supplies of food and agricultural raw materials increased by 23%, trade in cooperative goods approached $36 billion, and the share of settlements in national currencies reached 95%.

Since the launch of the EEC financing mechanism for cooperation projects, 23 applications have been received. Six projects are already being implemented, while two more are being prepared for launch. The next meeting of the Eurasian Intergovernmental Council will take place in Moscow in December 2026.
