EU and Ukraine Launch Joint Drone Production Initiative

The European Union and Ukraine have entered a new phase of defense cooperation by signing an agreement to jointly expand drone production. The initiative combines Europe's industrial capacity with Ukraine's advanced expertise in developing and operating unmanned systems gained during the war.
The new framework will allow drones to be manufactured not only in Ukraine but also across EU member states. The equipment may be temporarily stored within the European Union before being delivered either to Ukraine or to member states seeking to strengthen their defense capabilities, particularly along the EU's eastern flank.
European Commission President Ursula von der Leyen said Europe possesses strong industrial capabilities and secure production facilities, while Ukraine has acquired unique operational experience in modern drone technologies. Combining these strengths, she noted, will significantly accelerate production.
Ukrainian President Volodymyr Zelenskyy stated that Ukraine currently produces around 10 million drones annually and aims to double that figure. He emphasized that drone technologies have fundamentally reshaped modern warfare.
The initiative will be financed through two EU funding mechanisms, including the €90 billion support facility for Ukraine and remaining resources under the SAFE defense program. Unlike previous bilateral arrangements between individual EU countries and Kyiv, the new framework will be open to all 27 EU member states.
The European Commission also plans to explore expanding the partnership to include the production of ballistic and missile defense systems, viewing the initiative as a long-term investment in Europe's collective security and technological cooperation with Ukraine.
