EU Says Ukraine’s Financial and Defence Needs for 2026 Are Fully Covered

The European Commission has said that Ukraine’s financial and defence needs for 2026 are fully covered. The statement came after several weeks of consultations with Kyiv following Ukraine’s earlier warning about a funding shortfall.
“Today, through coordinated joint efforts, we have identified the means to cover Ukraine’s budget and defence needs for 2026,” the statement published by European Commission President Ursula von der Leyen said. The EU also confirmed the steps needed to ensure the funds are released on time.
At the end of August, Ukrainian President Volodymyr Zelenskyy called on allies to close a funding gap initially estimated at $27 billion, or nearly €24 billion. He warned that the shortfall was putting vital weapons supplies at risk. The European Commission subsequently held technical consultations with the Ukrainian government to determine the scale of Ukraine’s needs.
The main channel of EU support remains the €90 billion Ukraine Support Loan for 2026–2027. Of the total, €45 billion is allocated for 2026 and another €45 billion for 2027. According to the European Commission, the package combines budgetary assistance with support for Ukraine’s defence needs.
Brussels has tied the release of funds to agreed conditions and reforms. The European Commission has previously said that EU financial support is linked to requirements involving the rule of law, anti-corruption measures and economic resilience.
Attention is now shifting to 2027. The Commission said it intends to allocate the second €45 billion part of the loan as quickly as possible, subject to the established conditions. At the same time, the EU and Ukraine will begin identifying additional budgetary and defence needs, while partner countries are being urged to increase their financial contributions.
Ukrainian Finance Minister Sergii Marchenko previously estimated the uncovered external financing need for the 2027 budget at $32.6 billion. On September 29, he said Ukraine would require $52.6 billion in external financing next year, with around $20 billion already having expected sources of funding.
In response to the Commission’s statement, Zelenskyy said Ukraine and the EU had agreed on the format, timeline and steps needed to cover Ukraine’s needs in 2026 and 2027. He said the work would be coordinated on a monthly basis.
