Gofurjon Mirzaev Appointed Deputy Prime Minister and Head of Uzbekistan’s Mahalla Association

Gofurjon Mirzaev has been appointed Deputy Prime Minister of Uzbekistan and will head the country’s Mahalla Association. President Shavkat Mirziyoyev signed the decree on September 7, following approval of Mirzaev’s candidacy by deputies of the Legislative Chamber of the Oliy Majlis.
The appointment brings the number of deputy prime ministers to five. Before moving to the Cabinet of Ministers, Mirzaev served as the presidential adviser on personnel issues.
The president also relieved former Interior Minister Pulat Bobojonov of his position as deputy adviser on personnel issues “in connection with his transition to another job.” The position of adviser on personnel issues and the corresponding division are being abolished as part of the optimization of the Presidential Administration’s structure.
Interaction with local government authorities and coordination of their activities will become an additional responsibility of the Compliance Service. The service will also oversee policy in the field of state awards and heraldry. Meanwhile, improving the effectiveness of the mahalla institution will be assigned to the division of the presidential adviser responsible for representative bodies, non-governmental non-profit organizations and youth.
Gofurjon Ganievich Mirzaev was born in 1964. He graduated from Tashkent Polytechnic Institute in 1990, Tashkent State University of Economics through correspondence studies in 2000, and the Academy of State and Social Construction under the President in 2003.
Mirzaev began his career at a grain processing plant in the Bagdad district of the Fergana region, eventually becoming deputy chairman. He later served as deputy district hokim responsible for construction, industry, transport and communications. He subsequently headed divisions of the state company “Uzdonmahsulot” and the Fergana Association of Grain Product Producers.
From 2003 to 2016, Mirzaev worked in the presidential administration. He was then appointed hokim of Syrdarya region, a position he held until November 2022.
On November 24, 2022, the president appointed Mirzaev adviser on public service, dialogue with the population and coordination of local government activities. In August 2023, he became the head of state’s adviser on personnel issues, while also heading the Agency for Development of Public Service until the summer of 2025.
