Armenia is seeking a compromise with Russia over the management of its national railway infrastructure. Prime Minister Nikol Pashinyan said the current Russian concession model is preventing Armenia’s railway network from being integrated into international transport routes.

Legislative regulation of the Administration&#39;s activities within its existing powers to organize the implementation of decrees, resolutions, orders, and instructions of the head of state strengthens the legal foundations of the presidency. In international practice, enshrining the legal status of the institution that ensures the activities of the President in law is an institutional standard of presidential governance. The law consists of four chapters and 34 articles. It formalizes constitutional mechanisms for ensuring the activities of the President within the existing powers of the Administration. Specifically: &ndash; The Administration is defined as a state body ensuring the implementation of the powers of the President of the Republic of Uzbekistan in organizational, legal, and analytical terms; The Administration is formed by the President, carries out activities in the key areas defined by him, and is directly subordinate and accountable to the President. The law defines the main responsibilities of the Administration: - organizational, legal, and analytical support for the implementation of the constitutional powers of the President of the Republic of Uzbekistan; - preparation of draft decrees, resolutions, and orders of the President, as well as his instructions, organizing and monitoring their implementation, and facilitating their implementation; - development of new presidential initiatives on the country&#39;s socio-economic and socio-political development; - organizing an open and direct dialogue with the population and entrepreneurs, and developing solutions to issues of concern to them; - preparation of laws for signing or return; - organizing the preparation of the President&#39;s Address to the Oliy Majlis; - coordination of the activities of government bodies and organizations directly subordinate and accountable to the President, and others. In supporting the activities of the President, the Administration interacts with parliament, the government, ministries and agencies, local khokimiyats (governments), the judiciary, and the judicial community. The Administration coordinates the activities of state bodies directly subordinate to the President, prepares proposals for their improvement, and submits them to the President. Measures for the social, economic, and legal protection of Administration employees in the performance of their official duties are also provided. The adoption of the Constitutional Law on the Presidential Administration will advance the reforms underway in the New Uzbekistan to a new level. Earlier, the task was set to establish a model system in 14 districts, with one district selected from each region. To this end, work was organized at the mahalla level, with a system established to identify problems in the energy sector and take targeted measures through on-site visits. The work covered 916 mahallas, 832,000 households, 49,000 business entities, and more than 2,200 social sector facilities. An energy passport and a balance of energy resource needs were developed for each mahalla. As a result, for the first time, the gap between existing demand and available capacity was accurately calculated at the mahalla level. In particular, a shortage of 60 megawatts of electricity capacity was identified in 265 mahallas, while another 42 mahallas were found to have an annual natural gas deficit of 47 million cubic meters. At the same time, 207 mahallas have reserve electricity capacity. This approach makes it possible to forecast future energy resource needs and prepare the necessary infrastructure in a timely manner. On this basis, the modernization of electricity and gas networks has been accelerated. It was determined that 5,695 transformers, 6,900 kilometers of electricity networks, 242 kilometers of gas networks, and 404 gas distribution units in the 14 districts require repairs. Work has begun to improve their technical condition and move them into the &ldquo;green&rdquo; category. To date, 441 transformers, 1,134 kilometers of electricity networks, 88 kilometers of gas networks, and 92 gas distribution units have been repaired. In addition, work on some facilities launched under investment programs in previous years has now been completed, and the facilities have been put into operation. According to estimates, demand for energy resources in these districts will increase by 49 percent over the next five years. In this regard, taking into account long-term projects, a five-year program has been developed to ensure a reliable and stable supply of energy resources to the population and businesses. Under the program, 2,261 transformers and 7,449 kilometers of electricity networks in 721 mahallas, as well as 313 gas distribution units and 327 kilometers of gas networks in 200 mahallas, are planned to be upgraded. The implementation of these measures will create an additional 1,300 megawatts of transmission capacity in the regions. Energy consumption at social sector facilities was also examined. The energy consumption of 1,938 facilities was analyzed, with 226 facilities showing low efficiency classified as &ldquo;red.&rdquo; A program has been developed to transition these facilities to energy-efficient systems, and practical work has begun. The implementation of the planned measures will save 4.3 million kilowatt-hours of electricity and 2.1 million cubic meters of natural gas annually. The Head of State emphasized the need to extend the approach applied in the 14 districts to all districts across the country. Responsible officials were instructed to organize work at the mahalla level in all regions, develop energy passports and energy consumption balances, conduct targeted assessments of the condition of energy networks, and gradually address the identified problems. The goal is to move the energy sector away from the practice of &ldquo;addressing problems after they arise&rdquo; toward a system that provides for early identification of problems, advance planning of necessary measures, and their prevention. The X1 serves as a technology platform for testing systems intended for the ES-30. The demonstrator has a 32-metre wingspan and is powered entirely by batteries. Heart Aerospace previously received a Special Airworthiness Certificate from the U.S. Federal Aviation Administration (FAA) allowing piloted flight testing. The next phase will expand flight testing and generate data for further development of the aircraft. According to Heart Aerospace, the X1 is designed to validate the electric propulsion system and other key technologies under real flight conditions. The X1 is being used to support development of the ES-30, a 30-seat hybrid-electric regional aircraft. Heart Aerospace lists an all-electric range of 200 kilometres and a hybrid range of up to 800 kilometres with 25 passengers. The company is targeting type certification in 2031. Heart Aerospace expects the ES-30 to reduce direct operating costs by more than 40% compared with conventional regional aircraft. Swedish-American company Heart Aerospace has flown its full-scale X1 demonstrator for the first time. The company describes the aircraft as the largest fully electric aircraft ever to take flight. The test flight took place on August 12, 2026, in Plattsburgh, New York, marking a key milestone in the development of the 30-seat ES-30 hybrid-electric regional aircraft.

This traditional dialogue is crucial for directly exploring current issues of concern to entrepreneurs, finding practical solutions, and further improving the business environment. To thoroughly prepare for the upcoming sixth open dialogue, a national headquarters consisting of representatives from over 50 ministries and agencies has been in operation since May 15. The headquarters operates 24/7. Approximately 6,000 inquiries from entrepreneurs were received through the call center and official chatbots. Over 4,200 of these were resolved positively, and nearly 1,800 are still being processed. In preparation for the open dialogue, responsible organizations held over 750 meetings, attended by over 8,800 entrepreneurs. More than 3,500 proposals and pressing questions were voiced during the meetings. More than 5,700 entrepreneurs participated in over 130 meetings organized by the Business Ombudsman and the Chamber of Commerce and Industry, raising approximately 1,500 pressing issues. Proposals for fundamental solutions to identified problems and improving current legislation are being developed in collaboration with relevant ministries and agencies. At the same time, a survey was conducted among 5,072 entrepreneurs from all regions of the country. Issues related to enterprise efficiency, investment and infrastructure support, tax administration, foreign trade, and the judicial and legal sphere were examined. Ninety-three percent of respondents were domestic private enterprises. The survey covered the sectors of trade, services, industry, construction, and agriculture. The analysis showed that enterprises still have significant opportunities to improve productivity and reduce costs. Enterprises that have implemented digital platforms, artificial intelligence, energy-saving technologies, and mastered new types of products and modern production methods have higher sales, competitiveness, wages, and investment. Specifically, companies that have implemented at least three efficiency improvement measures are 4.1 times more likely to reduce costs and 2.1 times more likely to increase wages at a faster rate. However, the share of companies implementing such measures in three or more areas was only 11.6 percent. Furthermore, 28.5 percent of companies have not implemented any measures in this area. Fifty-one percent of companies have not recently introduced new products, services, or innovations, nor have they modernized. Forty percent of companies have not invested in the past year, and 29 percent have no plans to do so for the coming year. High loan interest rates, undervalued collateral, the large number of required documents, and lengthy loan processing times were cited as the main barriers. According to the survey, 38 percent of companies have not taken any measures to reduce costs. Fifty-three percent have seen an increase in the cost of goods and services. The main reasons cited were rising raw material prices, as well as increased energy and logistics costs. Furthermore, 43 percent of businesses had not implemented energy conservation measures, and 49 percent did not use renewable energy sources. Infrastructure also remains a key issue facing entrepreneurs. Among the main problems, entrepreneurs cited frequent outages, low voltage and pressure, as well as issues related to limits and tariffs. While acknowledging that a number of important reforms have been implemented in tax administration, survey respondents pointed to a number of problems related to audits and value-added tax refunds. However, 94 percent of entrepreneurs rated the sustainability rating highly as having an impact on their business. 22.3 percent of businesses participating in the survey are engaged in foreign trade. The main barriers to exports were identified as difficulties finding foreign clients, product certification, logistics, financial instruments, and customs procedures, as well as a lack of market information and marketing skills. In the judicial and legal sphere, access to qualified legal assistance and transparency in public procurement were rated positively. However, 73 percent of entrepreneurs noted that bureaucratic procedures during enforcement have a negative impact on business. The head of state emphasized the need for an in-depth analysis of incoming complaints and survey results across regions and industries, as well as the development of specific solutions to systemic problems hindering entrepreneurship development. Instructions have been given to prepare proposals to improve enterprise efficiency, widely implement innovations and energy-saving technologies, address lending and infrastructure issues, improve tax administration, support exporters, and strengthen legal protections for entrepreneurs.
