Officials have been instructed to establish the training centre within two months to teach mayoral assistants a project-based approach. By the end of the year, the two best-performing assistants from each district will be sent to China, Japan and T&uuml;rkiye for professional training. The most exemplary assistants will receive a separate qualification level and an allowance of up to 50%. Mahalla bankers will also undergo similar training and foreign internships. The General Prosecutor&rsquo;s Office has been tasked with helping remove factors that prevent bankers and mayoral assistants from making independent decisions. The system for implementing local business infrastructure projects will also be revised. Districts will become project clients, with funding directed directly to local areas. Heads of district headquarters will be responsible for project development, while design, construction and quality control may be outsourced to the private sector. New measures will also target social protection. The National Agency for Social Protection has been instructed to review the system for including people in need in the Social Register by the end of the year. In addition to household income, the new multidimensional assessment will consider chronic illness, disability, large family size and whether a family member works abroad. Although the national poverty rate has fallen to 3.9%, the rate among families with children under three stands at 6.5%. &ldquo;We will establish a system that enables parents caring for children to work and earn income from home or within the mahalla,&rdquo; the President said. This year, UZS 300 billion has been allocated for a social package designed to provide &ldquo;passive income&rdquo; to low-income families whose members are unable to work. Of the 11,000 families that have received this assistance, incomes have increased significantly in about half of them. From next year, families included in the Social Register are expected to receive vouchers covering expenses for public and private kindergartens, training centres, transportation and university dormitories. A specialised training centre with foreign experts will be established, while the system for assessing social need will be broadened to include additional criteria.

The meeting critically assessed the project-management skills of mahalla bankers and assistants to district and city mayors. It was noted that most of them do not sufficiently understand who needs credit and which projects can be financed through leasing, factoring, guarantees, insurance, working capital or contractual arrangements. The practice of bankers and mayoral assistants asking entrepreneurs, &ldquo;Do you have collateral?&rdquo; before a project is even prepared was also criticised. Bureaucratic barriers to lending remain, while repayment schedules are not always adapted to the specifics of individual businesses. The meeting stressed the need to tailor loan repayment periods to the characteristics of agriculture, trade and other business activities. District headquarters will assume responsibility for managing preferential resources for family and youth entrepreneurship. They will independently determine who receives financing and in what amount, whether funds are provided in cash or through non-cash transfers, whether repayment periods should be extended and how payment schedules should be adapted to a particular business. Currently, UZS 1.37 trillion is available for family entrepreneurship and UZS 450 billion for youth entrepreneurship. In addition, the headquarters will receive UZS 240 billion from the Poverty Reduction Fund, UZS 100 billion from the Employment Fund and UZS 760 billion from three targeted social registers. Another UZS 300 billion earmarked for compensation payments through the end of the year will also be distributed through the headquarters. A leading entrepreneur cooperating with 10 families will be eligible for up to UZS 500 million in collateral-free financing, while cooperation with 100 families will allow access to up to UZS 5 billion. Preferential financing will also be made available, following individual assessment, for projects submitted by people in need who have overdue payments in their credit history. The government will move away from setting the terms for loans, subsidies and compensation directly through decrees and resolutions. The Ministry of Economy and Finance and the Central Bank will update financing mechanisms every quarter based on the potential of individual regions. District headquarters will move mahalla assistants to a project-based working model. The assessment identified 12,000 unemployed people and 10,000 residents with low incomes within these households. At the same time, local businesses are seeking 4,000 workers for construction, 3,000 for services and 2,500 for industry. Officials were instructed to use these vacancies to provide unemployed and low-income residents with vocational training based on employers&rsquo; actual needs and help them secure jobs. It was noted that this could increase the incomes of 10,000&ndash;15,000 people from low-income families. The review also highlighted the situation of children and women. The low-income families studied in Khorezm include 48,000 children. Each district in the region has at least one or two technical colleges and four or five training centres, but there is no dedicated programme to engage children from low-income families in vocational training at an early stage. More than 10,000 women from low-income families are occupied with childcare, while preschool coverage among their children remains below 75%. Under the new system, headquarters will be established under regional and district mayors. Banks and employment-support agencies will assist them in resolving local issues.
