Kazakhstan, Uzbekistan and UAE to Develop New Railway Route to Pakistani Ports

Kazakhstan, Uzbekistan and the United Arab Emirates plan to jointly develop a new railway route linking Kazakhstan, Uzbekistan, Afghanistan and Pakistan (CASA), with access to Pakistani seaports. The three sides have signed a memorandum of understanding on cooperation under the project.
The memorandum was signed by the Ministries of Transport of Kazakhstan and Uzbekistan and the UAE Ministry of Energy and Infrastructure. According to the Kazakh government, the CASA project envisages a new railway link between Central and South Asia.
The proposed route is expected to create additional opportunities for international freight transportation, trade, logistics and investment cooperation. A key element of the project is a railway connection from Central Asia through Afghanistan to Pakistan’s seaports.
Under the memorandum, the parties plan to conduct technical and economic studies, prepare analytical assessments and examine the feasibility of developing the required railway infrastructure and related facilities. The work is intended to help determine the project’s further parameters and possible implementation mechanisms.
Kazakhstan and Uzbekistan have developed railway infrastructure and significant transit potential, while the UAE has international experience in transport infrastructure, logistics and major investment projects. The parties intend to combine these capabilities in the further development of CASA.
The sides also discussed the next steps and specific areas for joint work. In particular, they are considering establishing a Working Group to comprehensively address the project’s technical, economic and financial issues.
