Kyrgyzstan Approves Military Intelligence Cooperation Agreement with Uzbekistan

Kyrgyzstan’s Cabinet of Ministers has approved an agreement with Uzbekistan’s Ministry of Defense on cooperation in the field of military intelligence. The document was signed in Cholpon-Ata on July 30, 2026, during Uzbek President Shavkat Mirziyoyev’s state visit to Kyrgyzstan, and was formally approved by the Kyrgyz side on September 25.
The decision forms part of the domestic procedures required for the agreement to enter into force. Earlier, on July 24, Kyrgyzstan’s Chairman of the Cabinet of Ministers Adylbek Kasymaliev approved the draft agreement.
The agreement establishes a legal framework for cooperation between the military intelligence structures of the two countries. Under the document, the sides intend to develop long-term cooperation based on mutual respect, trust and consideration of their national interests.
The areas of cooperation include official meetings between the heads of relevant units, working meetings of experts, joint exercises and training, as well as the exchange of military intelligence information and expert assessments on current issues of mutual interest.
The agreement also sets out key areas for information exchange. These include threats to national security, the activities of terrorist and extremist groups, sharp changes in the military and political situation in Central Asia, and indications of preparations for possible armed or other destructive actions.
The agreement was signed as Kyrgyzstan and Uzbekistan were further deepening bilateral ties. On July 30, Mirziyoyev and Kyrgyz President Sadyr Japarov signed a Treaty on Allied Relations. Following their talks, the two sides also agreed to expand practical cooperation in priority areas.
The new agreement therefore provides a separate legal basis for cooperation between the defense institutions of Kyrgyzstan and Uzbekistan in military intelligence. Its approval in Kyrgyzstan represents another step in formalizing the agreements reached during the July summit.
