In Uzbekistan, the system of financial support for low-income families is changing. Instead of subsidies, interest-free loans will now be provided for starting a business. This decision is enshrined in a new presidential decree aimed at developing entrepreneurship among socially vulnerable groups.

According to the presidential decree, state support for citizens included in the Unified Register of Social Protection and the Register of Low-Income Families will be provided in a new format. Now, instead of subsidies that were often left unclaimed or used inefficiently, interest-free loans will be allocated for the purchase of necessary equipment for starting a business.

At the same time, subsidies that did not resonate with the population or duplicated each other will be canceled or combined.

Also, low-income families will be provided with grants and interest-free loans for the development of entrepreneurship and farming, taking into account the specifics of their area.

Another important change is that from January 1, 2026, all financial benefits will be transferred not in cash, but through social cards.

Control over the effectiveness of the new support mechanisms will be entrusted to a special department under the Ministry of Economy and Finance, which will begin its work by March 20, 2025.
