Manchester City Found Guilty of 114 of 115 Financial Breaches

Manchester City has reportedly been found guilty of 114 of the 115 cases involving alleged breaches of the Premier League’s financial rules. An independent commission is reported to have cleared the club on only one count. However, the ruling has not yet been formally published and the process remains ongoing.
The case was referred to an independent commission in February 2023 following a lengthy Premier League investigation. The allegations cover the period from 2009 to 2018 and include claims concerning the provision of financial information, reporting of payments to players and managers, compliance with UEFA financial regulations and the Premier League’s profitability and sustainability rules. The club was also accused of failing to cooperate with the league’s investigation.
The independent commission held hearings between September and December 2024. Despite reports that a decision has been reached, the Premier League has not yet published the ruling. A Manchester City spokesperson said the process “remains ongoing”, with significant elements still to be completed and the proceedings subject to strict confidentiality. The club also continues to maintain the position it adopted when the charges were brought in 2023.
No sanctions have been determined so far. Under Premier League rules, possible measures include a financial fine and a points deduction. The rules also allow the commission to recommend to the league board that a club be expelled from the Premier League. The specific sanction will depend on the further stages of the case.
