Mirziyoyev Announces New Measures for Preschool, Vocational and Higher Education

President Shavkat Mirziyoyev has announced new measures to support preschool, vocational and higher education. The initiatives include support for working mothers, new opportunities for preschool educators and technical college students, and efforts to align higher education with labour-market needs.
From January 1 next year, the state budget will cover fees for working mothers who place their 2–3-year-old children in family-run kindergartens. This year, 7,000 preschool educators entered universities while continuing to work five days a week and study one day. From the next academic year, their training at pedagogical universities will be shortened from four years to three. Assistant educators with at least five years of experience will also be eligible.
Over the past two years, international programmes from Germany, the UK, Switzerland and China have been introduced at 104 technical colleges. Cooperation with 25,000 enterprises has enabled more than 100,000 young people to earn an income while studying. Since this year, students in dual vocational education have been receiving stipends of up to 1.3 million soums, while 220,000 ninth-grade graduates have entered technical colleges.
International programmes will gradually be introduced across all technical colleges. From next year, instructors holding international professional certificates will receive a 50% salary bonus, with certification costs fully covered. Each year, 500 technical college instructors will undergo internships abroad.
The inaugural “Creators of New Uzbekistan” professional skills competition attracted 170,000 students. Some 120 instructors who trained winners received awards of up to 40 million soums. The competition will be held annually, with leading students and instructors prepared for the 2028 WorldSkills competition in Tokyo. Instructors whose students win regional or international competitions will receive 100 million soums, while those preparing winners of prestigious global competitions will receive 200 million soums.
Private technical colleges will receive tax incentives and discounts on land prices. From the next academic year, 50% of students at private technical colleges training specialists for industry, services and infrastructure will receive state grants. Seventy-five percent of the costs of bringing in international programmes and franchises will be covered, while imported educational laboratories and equipment will be exempt from customs duties.
The number of university students has reached 1.6 million, while seven Uzbek universities have entered international rankings in 17 subject areas. The President called for updated textbooks, with 22 engineering universities tasked with producing or adapting 25–30 new educational publications each year. Eleven medical universities are expected to prepare modern materials on transplantation, robotic surgery, minimally invasive surgery and bioengineering.
Two-thirds of the supervisory boards of state universities will consist of representatives of the private sector and foreign universities. The boards will revise academic programmes in line with labour-market needs and produce at least 50 textbooks annually with foreign authors. Course papers and dissertations will focus on practical economic problems, while university autonomy is expected to deliver concrete results in education, science and cooperation with employers.
