Mirziyoyev Sets New Priorities for Karakalpakstan’s Socio-Economic Development

President Shavkat Mirziyoyev chaired a meeting in Nukus dedicated to the socio-economic development of Karakalpakstan. The meeting reviewed the region’s economic growth and set new priorities in energy, infrastructure, investment and the digital economy.
In recent years, additional incentives and favorable conditions have been created for the region. Profit, land and property taxes were cut by half, the industrial electricity tariff was reduced by 15 percent, and the social tax rate was set at 1 percent. Last year, $1.7 billion in investment was attracted to Karakalpakstan, 22 times more than in 2021. The regional economy grew by 10.2 percent in the first half of this year.
Energy development was a key focus. New facilities with a total capacity of 860 MW have been commissioned in recent years, while the share of green energy has reached 23 percent. Electricity generation quadrupled to 5.33 billion kWh. Construction has begun in Kungrad district on a 1.5 GW wind power plant worth $2.6 billion. By 2030, total wind power capacity is planned to reach 3.3 GW, the share of green energy 76 percent, and energy storage capacity 400 MW.
Transport and social infrastructure projects are also progressing. Construction has begun on a 92-kilometer section of the A-380 highway, with a project cost of $233 million. The project is expected to increase transit by 1.5 times. A high-speed Tashkent–Nukus train service is planned to launch from March next year, reducing travel time from 16 hours to seven.
The President also called for a new industrial and investment map based on the principle of moving “from resources to finished products.” The Kungrad–Karauzyak–Takhiatash route is planned to become a green industrial corridor and an “intelligent economy triangle.”
A special zone for artificial intelligence and data center projects will host six projects worth a total of $8 billion. A five-year program is to be developed by October 1, including stable 1 GW electricity supply for investors.
Over the next three years, 1,500 high-income jobs are planned in Nukus, Kungrad, Karauzyak and Takhiatash, while annual exports in cloud technologies and artificial intelligence are targeted to reach $600 million.
