Uzbekistan is intensifying work on waste recycling: modern factories are being built, benefits are being introduced for businesses, and soon residents will be able to monitor the operation of garbage trucks online. President Shavkat Mirziyoyev demanded to accelerate the pace and develop environmental culture from kindergarten.

On August 14, President Shavkat Mirziyoyev reviewed measures aimed at expanding waste recycling and developing a circular economy.

Over the past three years, more than 2 trillion soums have been invested in the sector. The Waste Management Agency has been established, 1,200 units of equipment have been purchased, and waste collection sites have been built in mahallas. The industry, previously under state monopoly, has been opened to entrepreneurs: profit tax and social tax rates for sanitation and recycling companies have been reduced to 1%, while imports of equipment are exempt from customs duties. As a result, about 200 sanitation and 290 recycling enterprises are now operational.

Each year, Uzbekistan generates nearly 14 million tons of household waste, yet only 5% is recycled. A quarter of this waste consists of paper, plastic, glass, rubber, and textile scraps — recycling them could yield up to 1 trillion soums worth of raw materials. There is also significant potential in processing construction, chemical, electronic, and technical waste, as well as industrial oils.

The government supports projects that generate energy from waste: Chinese investors are building such plants in six regions. In Tashkent, two facilities for incinerating medical waste to produce heat have been launched, with similar projects planned in Samarkand and other regions.

Improving service quality for residents is also a priority. Within two years, all mahallas and social institutions will be equipped with waste containers, and an online system will allow residents to track garbage truck routes. The president emphasized the importance of fostering environmental awareness from early childhood.
