OTS Marks 17 Years of the Nakhchivan Agreement as Cooperation Expands to 64 Mechanisms

The Organization of Turkic States (OTS) is marking Turkic States Cooperation Day on October 3 and the 17th anniversary of the signing of the Nakhchivan Agreement. OTS Secretary General Kubanychbek Omuraliev said cooperation within the Organization now spans 64 mechanisms, 32 of which have been established since 2023.

In his commemorative message, Omuraliev said the Nakhchivan Agreement laid the institutional foundations of the Organization and gave practical expression to the Turkic states’ aspiration to build their future together. Over the past 17 years, he said, shared history, language, culture and fraternal ties have been transformed into structured and forward-looking cooperation.

The OTS agenda now covers political dialogue, economy, trade, transport, energy, digitalization, artificial intelligence, healthcare, environment, education, youth, security and space technologies. Since 2023, 32 new cooperation mechanisms have been established — equal to the total number created through the end of 2022. New areas include disaster and emergency management, justice and internal affairs, industry, science and innovation, the defense industry, central banks, green finance, financial intelligence, intellectual property, labor and social protection, taxation, forensic science, metrology, analytical centers and technoparks.

Omuraliev also highlighted stronger political consultations and institutional links, as well as broader engagement with international organizations and external partners. Connections among businesses, universities, young people and experts across the Turkic states have also become closer.

This year’s anniversary carries particular significance for Omuraliev as his tenure as Secretary General approaches its conclusion. Having assumed office in November 2022, he described the growth of trust and a stronger sense of common purpose as among the most important achievements of recent years.

The “Turkic World Vision 2040” document sets the OTS’s long-term direction. Omuraliev identified deeper economic and physical connectivity, technological transformation, stronger social resilience and prosperity, and investment in younger generations among the priorities ahead. Concluding his message, he congratulated the Member and Observer States and the wider Turkic World, stressing: “Together We Are Stronger!”
