The Council of Foreign Ministers of the Organization of Turkic States (OTS) is meeting in Ankara ahead of the organization’s 13th summit. Ministers are discussing economic cooperation, transport, energy and digital technologies. The leaders’ summit is scheduled for 30 October under the theme “Turkic Century: Unity in Language, Thought and Deed.”
The meeting is chaired by Turkish Foreign Minister Hakan Fidan. Türkiye is set to assume the OTS chairmanship from Azerbaijan. The agenda includes trade, investment, the defence industry and development of the Trans-Caspian International Transport Route, known as the Middle Corridor. Afghanistan’s impact on regional security is also on the agenda. Fidan called for more active consultations among OTS members.
Azerbaijani Foreign Minister Jeyhun Bayramov reported the adoption of a roadmap through 2027 on defence manufacturing and technology. He backed the “OTS+” format for engagement with third countries and UN General Assembly observer status.
Kazakhstan aims to move 10 million tonnes annually through the Middle Corridor by 2030. Kyrgyz Foreign Minister Jeenbek Kulubaev highlighted the green economy and the “Green Vision of the Turkic World” initiative.
Uzbek Foreign Minister Bakhtiyor Saidov stressed ties with Türkiye and Azerbaijan and called for faster progress on the Trans-Afghan railway project. He said it could boost Central and South Asian trade. Tourism and cultural cooperation were also discussed.
Ministers reviewed the 15 May informal summit in Turkistan on AI and digital development. Fidan said the meeting had given momentum to cooperation on AI and innovation.
The strategy is expected to set shared priorities for cooperation through 2031. The meeting approved draft documents for the summit, including the Ankara Declaration and the OTS Strategy for 2027–2031. They also discussed appointing a new secretary-general. The OTS was established in 2009 as the Turkic Council and adopted its current name in 2021. Its members are Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye and Uzbekistan; Turkmenistan is an observer.
