President of the Republic of Uzbekistan Shavkat Mirziyoyev has concluded his working visit to Ankara and departed for Tashkent

Before his appointment, Azimov served as Deputy Minister of Foreign Affairs of Uzbekistan. Earlier, he held the position of Deputy Secretary General of the OTS. He therefore has prior experience working within the structure of the organization that brings together Turkic states. Azimov was appointed Deputy Foreign Minister by a presidential decree on May 26, 2026. He will now lead the OTS Secretariat, which provides organizational support for the organization&rsquo;s activities and coordinates the implementation of decisions adopted by its member states. The appointment took place during the OTS&rsquo;s 13th summit in Ankara. The meeting focused on further developing multilateral cooperation among the organization&rsquo;s member states. Key areas of cooperation include political dialogue, trade and economic relations, investment, transport and logistics, culture, education, tourism, and environmental protection. The OTS brings together Azerbaijan, Kazakhstan, Kyrgyzstan, T&uuml;rkiye, and Uzbekistan. The organization provides a platform for strengthening ties among its members on the basis of shared history, linguistic connections, and cultural heritage. Summit decisions establish priorities for joint efforts, while the Secretariat supports their practical implementation. Azimov&rsquo;s appointment marks a significant personnel development for Uzbekistan and the organization. For the first time, a representative of Uzbekistan has become OTS Secretary General. He succeeds Kyrgyz diplomat Kubanychbek Omuraliev. The new Secretary General is expected to continue the work of the Secretariat and support the implementation of initiatives agreed upon by member states. The inauguration of a national-cultural complex representing our states, held on the eve of the summit in the picturesque Beştepe Park, marks a significant step toward preserving the shared heritage of the Turkic peoples. I am confident that this magnificent structure will serve as a vivid symbol of the unity of the Turkic world. Distinguished participants of the summit! Today, the system of international relations is undergoing fundamental changes, and geopolitical competition is intensifying. Ongoing armed conflicts and tensions in the regions surrounding the Turkic world are exerting a negative impact not only on security but also on trade, economic, and transport ties, as well as on prospects for development. We view the Organization of Turkic States&mdash;which possesses abundant natural resources and significant economic potential, and is evolving into an influential hub for global development&mdash;as a platform for mutual trust and practical partnership. We must unite even more closely around our strategic goals and collectively advance our shared interests on the international stage. We stand together on this noble path and are prepared to mobilize our efforts in the name of Turkic solidarity. Dear friends! We believe it is important to hold regular political consultations on pressing international and regional issues within the framework of the Organization of Turkic States, and to coordinate our approaches and efforts. The standing of the Organization on the international stage depends, in part, on its ability to foster open and mutually beneficial relations with external partners. To this end, I propose initiating cooperation with third countries through an &quot;Organization of Turkic States Plus&quot; format, beginning with meetings of sectoral ministers. These meetings should focus on the implementation of concrete joint projects in areas such as trade, transport, investment, and other priority sectors. Furthermore, we must deepen technological cooperation and develop industrial partnerships that will enable us to jointly access the global market. As a practical step, we propose the adoption of the &quot;Turkic World &ndash; 100&quot; program, which encompasses one hundred strategic joint investment and industrial projects. It is of particular importance to channel resources from the Turkic Investment Fund and international financial institutions toward the realization of these projects. It is advisable to prioritize the full-cycle processing of rare and strategic minerals, the localization of equipment manufacturing for &quot;green&quot; energy, and the production of high-value-added goods. Given the dynamic growth of our economic ties, there is an increasing need for shared mechanisms to protect the rights and interests of entrepreneurs. To this end, it is necessary to develop a multilateral agreement on mutual legal assistance in commercial matters. Such a document would establish a solid legal foundation for the mutual recognition and enforcement of court judgments. We also advocate for closer cooperation between the relevant competent authorities. In this regard, we believe it is important to create a digital platform designed for the electronic exchange of requests for legal assistance and related documentation. In the current context of shifting global supply chains, the geographical location and transit potential of the Turkic states are taking on ever-greater strategic significance. To expand the participation of the Organization of Turkic States (OTS) member countries in international freight transport and logistics&mdash;and to enhance their economic stake&mdash;we must transform the Middle Corridor and other interconnected transport routes into a unified economic system. We propose establishing a network of logistics hubs across the Turkic states, managed through a joint framework. Furthermore, we must fully harness the immense potential within the tourism sector. In 2025 alone, our nations welcomed over 100 million international tourists. The time has come to establish a &quot;Turkic Tourism Alliance&quot; to collectively showcase the historic cities, unique natural landscapes, rich culture, and traditional hospitality of the Turkic peoples to the world. To bridge long distances and make life easier for our citizens, we propose the development of a multilateral agreement on mutual travel for our nationals. It should address the expansion of travel opportunities using ID cards, as well as the simplification of border-crossing procedures and the regulations for staying within the territory of a host state. Human capital&mdash;above all, the younger generation, equipped with modern knowledge and skills&mdash;is the foundation of technological progress. Investing in their education provides a solid basis for our long-term cooperation. Under the &quot;New Uzbekistan&quot; (Yangi O&lsquo;zbekiston) scholarship program established in our country, 500 international students are provided with the opportunity to study on a grant basis. We are prepared to allocate 200 educational grants annually to individuals from Turkic states. We encourage the youth of our fraternal nations to make effective use of this opportunity. I would also like to take this occasion to express my sincere gratitude for the support shown for our initiative to designate 2027 as the &quot;Year of Nature Conservation&quot; within the framework of the Organization. I am confident that the priority tasks to be addressed next year will be discussed by our ministers responsible for environmental affairs during the COP-31 conference in Antalya. Dear friends! As you know, in order to duly recognize those who have made a significant contribution to the unity of the Turkic world, we have established an International Prize named after the great thinker and statesman Alisher Navoi. Undoubtedly, the presentation of this prestigious award yesterday to the Honored Art Worker of Kazakhstan, Ambassador Dusen Kasseinov, will provide new energy and inspiration to our young people as they pursue creative endeavors in the fields of science, art, and literature. To this end, it was proposed to initiate cooperation with third countries under an &ldquo;Organization of Turkic States Plus&rdquo; format, beginning with meetings between sectoral ministers. &ldquo;These dialogues should be aimed at implementing concrete joint projects in the fields of trade, transport, investment, and other priority areas,&rdquo; noted Shavkat Mirziyoyev. A proposal was made to adopt the &ldquo;Turkic World &ndash; 100&rdquo; program, which encompasses one hundred strategic joint investment and industrial projects, including the processing of rare minerals and the localization of equipment production for &ldquo;green&rdquo; energy. In this context, leveraging resources from the Turkic Investment Fund and international financial institutions will be of great importance for the realization of these projects. Furthermore, with the aim of protecting the interests of entrepreneurs, an initiative was put forward to develop a multilateral agreement on &ldquo;Mutual Legal Assistance in Commercial Matters,&rdquo; as well as to create a digital platform for the electronic exchange of requests for legal assistance and related documentation. Given the current shifts in global supply chains, the geographical location and transit potential of the Turkic states are taking on increasing strategic significance. To transform the Middle Corridor into a unified economic system, it has been proposed to establish a &quot;Network of Logistics Centers of the Turkic States&quot; and to manage it jointly. This will expand the participation of our nations in international freight transport and logistics, while also enhancing economic incentives. To broaden tourism potential, a proposal has been put forward to create a &quot;Turkic Tourism Alliance&quot; and to develop a multilateral agreement aimed at simplifying travel between our countries, including the expansion of opportunities for travel using national ID cards. A commitment has been expressed to provide annual educational grants to citizens of the Turkic states under the &quot;New Uzbekistan&quot; scholarship program for international students, which has been established in our country. Furthermore, special gratitude was expressed for the support shown toward the initiative to designate 2027 as the &quot;Year of Nature Conservation&quot; within the framework of the organization. It was also noted with satisfaction that the International Alisher Navoi Award&mdash;named after the great thinker and statesman and established at the initiative of Uzbekistan&mdash;was presented to Dusen Kasseinov, a distinguished figure in the arts from Kazakhstan. The great Alisher Navoi, who dedicated his entire life to the development of the Turkic language, once emphasized: &quot;Those who do not command their own language shall not earn the respect of their people.&quot; In the spirit of the theme of today&rsquo;s summit, I propose the creation of a &quot;Dictionary of Common Turkic Vocabulary,&quot; which would encompass terms shared across our languages that are equally understood by all Turkic peoples. &ldquo;I am confident that today&rsquo;s Ankara summit will serve as an important step toward achieving our noble goal, embodying the idea of solidarity, and realizing our ambitious plans. During the event, a decision was reached to support the candidacy of Uzbekistan&rsquo;s representative, Mirvokhid Azimov, for the position of the organization&rsquo;s new Secretary General, and to host the next summit in Uzbekistan next year. Priorities included regularly reviewing progress in implementing agreements reached by the heads of state, strengthening ties among women parliamentarians and expanding cooperation between young lawmakers. The proposed measures are intended to make interparliamentary contacts more systematic and practical. Regular consultations and exchanges of experience could help legislative bodies respond more effectively to shared challenges and support practical initiatives on the bilateral agenda. Following the talks, the parties agreed to further expand cooperation between the parliaments of Uzbekistan and Kazakhstan and make more effective use of available opportunities.
