The forum, chaired by President of the Republic of Azerbaijan Ilham Aliyev, was also attended by President of the State of Israel Isaac Herzog, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Emir of the State of Qatar Tamim bin Hamad bin Khalifa Al Thani, President of the Kyrgyz Republic Sadyr Japarov, President of the Lao People's Democratic Republic Thongloun Sisoulith, President of the Republic of Tajikistan Emomali Rahmon, and President of Turkmenistan Serdar Berdimuhamedov. Also present were heads of government and foreign ministers from Bangladesh, Bahrain, Vietnam, India, Cambodia, China, the UAE, Palestine, Russia, Turkey, and Sri Lanka, alongside other high-ranking officials from various countries and international organizations.

The Conference on Interaction and Confidence Building Measures in Asia (CICA) is an international forum established in 1992, which brings together 28 member states, as well as 9 countries and 5 international organizations that hold observer status.

In accordance with the agenda, participants exchanged views on the international situation and prospects for expanding cooperation, and addressed a number of procedural matters.

In his address at the Baku summit, President of the Republic of Uzbekistan Shavkat Mirziyoyev assessed the profound changes taking place globally—shifts that necessitate closer cooperation and the development of joint solutions. “Armed conflicts in various parts of Asia are a source of particular concern. Their consequences extend far beyond the zones of confrontation, affecting the security of entire regions, damaging the global economy, and impacting the lives of millions of people,” the head of state emphasized.

He urged against any further escalation of conflicts and disagreements, calling for them to be resolved exclusively through peaceful means—via political and diplomatic channels—based on international law and respect for the interests of all parties involved.

The special role of the Conference on Interaction and Confidence Building Measures in Asia (CICA) was highlighted in establishing a stable system of relations, grounded in clear, predictable actions and the fulfillment of all undertaken commitments.

In this regard, the leader of Uzbekistan proposed the development of a “Concept for Building an Infrastructure of Trust in Asia,” which would outline key priorities and concrete measures to foster connectivity and expand cooperation among states.

“Joint transport and energy projects, the development of trade and digital links, and cultural and humanitarian exchanges are of great importance,” noted Shavkat Mirziyoyev.

It was further emphasized that the current era presents new challenges, driven by the rapid advancement of technology and climate change.

“Artificial intelligence is swiftly transforming our daily lives. While it unlocks boundless opportunities, it simultaneously creates significant risks.

We must do everything in our power to ensure that digital progress benefits all nations and that the gaps in technological development are narrowed,” the head of state stressed.

To this end, an “Asian Initiative for Technological Trust and the Responsible Use of Artificial Intelligence” has been put forward. To advance this initiative, it was also proposed that an expert platform be established within the framework of CICA, where specialists can develop common recommendations and coordinate practical measures. In addition, a proposal has been put forward to establish a "Partnership for Climate Resilience" in order to consolidate the efforts of CICA (Conference on Interaction and Confidence Building Measures in Asia) member states in adapting to climate change.

Given that Uzbekistan serves as the coordinator for the "human dimension" of CICA’s activities, the country expressed its readiness to host a Forum on Human Potential Development next year and highlighted the need to develop a CICA Action Program through 2028.

Furthermore, in light of Uzbekistan’s upcoming chairmanship of the Non-Aligned Movement, an invitation was extended to participate in the organization’s 20th Summit, which is scheduled to be held in Tashkent next year.

Concluding his remarks, the President of Uzbekistan expressed support for further strengthening the organizational foundations of CICA and endorsed the candidacy of an Azerbaijani representative for the position of Secretary General. He also welcomed Azerbaijan’s intention to continue its chairmanship of the Conference.

The summit also featured statements from various heads of state, as well as leaders of delegations from other countries and international organizations.
