President Shavkat Mirziyoyev outlines his vision for SCO Plus-UN cooperation in an emerging multipolar world

President of the Republic of Uzbekistan Shavkat Mirziyoyev took part in the SCO Plus meeting held under the theme “The UN as a Key Element of a Just World Order: The Contribution of SCO Plus States to the Formation of a Multipolar World.”
Along with the heads of delegations of the SCO member states and the heads of its permanent bodies, the meeting was attended by leaders of observer states and partner countries, guests of honor, United Nations Secretary-General António Guterres, and senior officials of other international organizations.
In his address, the President of Uzbekistan highlighted the role of the UN and regional organizations amid the ongoing changes in the world.
“It is important to determine how states and regional organizations can help global institutions more effectively fulfill their universal mission,” the President emphasized.
According to the vision outlined by the President of Uzbekistan, the UN is called upon to maintain its central coordinating role, while regional organizations should complement its efforts by facilitating the practical implementation of common principles and decisions, taking into account local conditions, needs, and capabilities.
In this context, the SCO Plus format takes on particular significance through its ability to bring together states, regions, and organizations around a common agenda, facilitate dialogue on aligning various initiatives, and contribute to shaping the architecture of global governance.
President Shavkat Mirziyoyev emphasized Uzbekistan’s commitment to developing open and mutually beneficial cooperation across the Eurasian space.
“For us, connectivity is a matter of strategic autonomy and resilience. We advocate for a form of multipolarity that does not create new dividing lines, but rather expands the space of opportunities, where regional projects and initiatives do not compete with one another, but effectively complement each other,” the President stated.
In line with the meeting’s agenda, the President put forward a number of promising proposals.
First and foremost, he proposed further developing the SCO Plus format as a platform for interregional dialogue on sustainable growth, the adoption of advanced technologies, climate adaptation, human capital development, accessible education, and youth support.
To facilitate the exchange of experience, coordinate approaches, and jointly advance solutions within the UN framework, the President proposed using SCO Plus as a platform for establishing a Partnership Network of Regional Organizations.
Among the key priorities, the President of Uzbekistan highlighted the need to make greater use of the potential of regional organizations to achieve the UN Sustainable Development Goals.
As a practical mechanism, he proposed establishing an Open Bank of Interregional Projects and Technologies in natural resource management, green energy, digital services, and healthcare.
Special attention was also paid to expanding broad-based economic cooperation.
“Businesses everywhere should see tangible results in the form of simplified market access procedures, the launch of cross-border corridors, and increased inflows of foreign direct investment,” the President noted.
With a focus on such specific performance indicators, the Leader of Uzbekistan proposed transforming the SCO Invest Forum into a permanent platform.
Building on the unique experience gained through cooperation among states with different political systems, cultural traditions, and perspectives on international developments, the President of Uzbekistan proposed establishing a permanent SCO Plus Forum of Cultures and Civilizations and holding it in Khiva, an ancient center of science and enlightenment.
Concluding his address, President Shavkat Mirziyoyev emphasized that the SCO Plus format meets the demands of our time. The more areas of common interest there are among countries and regions, the stronger the foundation for stability and mutual trust.
