Safe Environment and Digital Management System Implemented in Student Campus

President Shavkat Mirziyoyev inspected the operations of the situation center established at the administration office of the "Yoshlik" student campus in the Almazar district.
The country's development and future are inextricably linked to the potential of educated, proactive young people who strive for knowledge and scientific advancement. Consequently, special attention is paid to providing comprehensive support to students, creating a safe and modern environment for them, and digitizing management systems within educational institutions and student campuses.
An important legal foundation for these efforts is the resolution signed by the Head of State on January 5 of this year, titled "On additional measures to implement an integrated system of targeted actions to create a safe environment in the republic's *mahallas* (neighborhoods)."
As part of the implementation of these objectives, a situation center utilizing digital technologies has been established at the "Yoshlik" student campus. The center operates as a comprehensive system designed to ensure student safety, monitor the social climate on the premises in real-time, track attendance, and prevent offenses.
The "Yoshlik" student campus administration building, covering a total area of 1,368 square meters, was constructed in 2024. A total of 33 billion soums was allocated for its major renovation, the creation of the situation center, and the landscaping of the surrounding area.
Currently, in addition to the situation center, the building houses a startup center, a museum of the history of higher education, the district branch of the Youth Affairs Agency, and a women's entrepreneurship center.
The situation center covers 41 student dormitories located within the "Yoshlik" student campus. The system ensures the safety of approximately 75,000 students, including the 17,500 young men and women residing in the dormitories. It also enables the monitoring of student attendance and the prevention of offenses. The center is integrated with 17 information systems. This enables the rapid analysis of various data via a unified digital platform and allows for appropriate measures to be taken based on the situation.
During the visit, the Head of State was presented with an overview of the center's operational principles and its capabilities for monitoring safety and the social environment within the student campus in real time.
President Shavkat Mirziyoyev provided recommendations on using the system to engage systematically with the student body and to promptly address issues of concern to students.
Officials were instructed to implement this model in other student dormitories across the country.
