Samarkand Forum to Bring Together International Human Rights Experts

The V Samarkand Human Rights Forum will take place in Tashkent and Samarkand on September 28–29. Representatives of international organizations, human rights institutions, government bodies, academia and civil society from different countries are expected to participate.
The main theme of this year’s forum is “60 Years of the International Covenants on Human Rights and 40 Years of the Declaration on the Right to Development: Global Partnership for Dignity, Equality and Sustainable Development.”
The theme reflects two international anniversaries. In 2026, it will be 60 years since the UN General Assembly adopted the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights. The year also marks 40 years since the adoption of the UN Declaration on the Right to Development in 1986.
The Samarkand Forum is being held for the fifth time. Its concept is associated with the “Samarkand spirit” — an approach to international dialogue based on open discussion of challenges, the search for common solutions and equal cooperation.
This year’s forum is being held as part of the implementation of the state programme under the Uzbekistan–2030 Strategy. For Uzbekistan, the event will also provide a platform to discuss human rights, development and international cooperation with representatives of different countries and organizations.
