SCO Educational Alliance: How Ministers of Ten Countries Designed a Unified Knowledge Space Until 2029

The tenth meeting of the education ministers of the Shanghai Cooperation Organization (SCO) member states, held in the Republic of Belarus, laid the foundation for the formation of a qualitatively new ecosystem of transborder scientific and educational exchange. The event, which brought together delegations from Belarus, India, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, was focused on expanding the knowledge space and strengthening mutual trust. The official start of the discussions was given by the Minister of Education of Belarus, Andrei Ivanets, and the SCO Deputy Secretary-General, Subhel Khan, who both emphasized the vital importance of integration processes in the era of global digitalization.
During the summit, the Minister of Higher Education, Science, and Innovations of Uzbekistan, Kongratbay Sharipov, presented a comprehensive strategy for reforming the national education system to his counterparts. The Uzbek side shared its successful experience in implementing international quality standards, expanding higher education enrollment, and involving youth in the innovation ecosystem. The participants paid special attention to approving priority partnership directions for 2027–2029, emphasizing the accelerated development of academic mobility, the integration of advanced digital technologies into learning processes, and support for joint research programs. The meeting culminated in the signing of a protocol that solidified the course toward multilateral scientific cooperation, and at the end of the program, the heads of delegations paid tribute to the victims of World War II at Victory Square.
