Russia and China are expanding their capabilities in space, a development that is raising concerns in the United States over potential national security implications. Against this backdrop, the administration of President Donald Trump has directed federal agencies to prepare US space infrastructure to support more than 1,000 launches and spacecraft reentries annually by 2030.

According to The Washington Post, one source of concern is Russia’s development of the low-Earth-orbit satellite network known as Rassvet. The newspaper’s authors argue that further deployment of the system could strengthen Russia’s satellite communications and targeting capabilities.

The paper also highlights China’s successful recovery of a rocket’s first stage on a sea platform. China carried out the operation for the first time in July 2026, marking a significant milestone for its space program. Reusable rocket technology can reduce launch costs and has previously been demonstrated by US companies SpaceX and Blue Origin.

Against this backdrop, Washington is seeking to sharply increase the pace of US space activity. The Federal Aviation Administration (FAA), however, authorized 205 commercial space operations during the last fiscal year — far below the administration’s new target.

The Washington Post also identifies aging US launch infrastructure as one of the main constraints on expanding the country’s space capabilities. Declining maintenance budgets have made modernization more difficult, while additional investment from Congress would be required to address the infrastructure gap.

Another challenge is the length of regulatory and approval procedures that can delay space missions. The newspaper points to reducing these processes as an important element of maintaining US competitiveness in space.

Meanwhile, Russia continues to expand the Rassvet constellation. In March, Russian company Bureau 1440 launched the system’s first 16 satellites into low Earth orbit. The network is being developed as a Russian counterpart to SpaceX’s Starlink.
