Taiwan Labor Minister Makes First China Visit Under Lai Administration

Taiwan Labor Minister Hung Sun-han traveled to China on September 20 to attend the APEC Human Resources Development Ministerial Meeting. It is the first visit to mainland China by a Taiwanese minister under President Lai Ching-te’s administration.
The APEC Human Resources Development Ministerial Meeting is taking place in Nanjing on September 21. Ministers are discussing workforce development, vocational training, employment and ways to adapt labor markets to technological changes, including the development of artificial intelligence.
Taiwan’s Ministry of Labor confirmed Hung’s trip but provided no further details. Taiwan participates in APEC under the name “Chinese Taipei” and is a member alongside other economies in the region.
The visit comes amid strained relations between Beijing and Taipei. Taiwanese representatives have nevertheless previously attended APEC events held in mainland China. China is hosting the organization’s main events this year, including the leaders’ meeting.
The APEC Economic Leaders’ Meeting will be held in Shenzhen in November. Taiwan has not yet announced who will represent it at the summit. The island’s president does not traditionally attend such meetings in person and instead appoints a special representative.
