Tanzila Narbayeva Takes Part in 5th Samarkand Human Rights Forum

Tanzila Narbayeva, Chairperson of the Senate of Uzbekistan’s Oliy Majlis, is taking part in the 5th Samarkand Human Rights Forum, being held on September 28–29 in Tashkent and Samarkand. This year’s forum focuses on the 60th anniversary of the international human rights covenants and the 40th anniversary of the Declaration on the Right to Development.
The forum brings together representatives of international and regional organizations, national human rights institutions, academia and expert communities, civil society, the media and the business sector. Around 200 participants are taking part, including representatives of 10 international and eight regional organizations and national human rights institutions from eight foreign countries.
President of Uzbekistan Shavkat Mirziyoyev sent a message of greetings to the forum participants. He emphasized the importance of protecting human rights and freedoms, enhancing human dignity and strengthening international cooperation in this area.
Speaking at the opening ceremony, Tanzila Narbayeva noted that ensuring human rights and freedoms is a priority of Uzbekistan’s state policy. She highlighted the role of parliament in improving legislation, exercising parliamentary oversight over the allocation of state budget funds for protecting citizens’ rights and interests, and safeguarding the rights of socially vulnerable groups.
The forum is being held in a year marked by several important anniversaries. In 2026, it is 60 years since the adoption of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, 40 years since the Declaration on the Right to Development, and 30 years since the establishment of Uzbekistan’s National Human Rights Centre.
The agenda also addresses emerging challenges linked to the rapid development of artificial intelligence and digital technologies. Discussions focus on personal data protection, equality and security, as well as adapting international human rights mechanisms to contemporary conditions.
The forum’s central theme is strengthening global partnership for human dignity, equality and sustainable development.
