The meeting between the Armenians of Nagorno-Karabakh and representatives of Azerbaijan ended in Yevlakh. Following the negotiations, Armenian representative David Babayan told Reuters that no final agreement had been reached with Baku.
“We have reached an agreement on the cessation of hostilities, but we are waiting for a final settlement. Negotiations continue,” Babayan said.

“The agreement with Armenia consists of five points based on international law, in particular, both states undertake not to interfere in each other’s affairs. On September 19, Azerbaijan announced the start of “counter-terrorism measures of a local nature” in Nagorno-Karabakh with the goal of “restoring the constitutional order” and began shelling the territory of the unrecognized republic. The Azerbaijani side emphasized that the strikes were carried out only on military targets.
On September 20, officials of the unrecognized republic reported that a ceasefire agreement had been reached with the participation of Russian peacekeepers. At the same time, the government of the unrecognized republic announced plans to hold a meeting in Yevlakh, at which “the Azerbaijani side raised issues of reintegration, ensuring the rights and security of the Armenians of Nagorno-Karabakh. Issues of ensuring the livelihoods of the population of Nagorno-Karabakh” within the framework of the Constitution of Azerbaijan.
