A separate agreement with the Armenians of Nagorno-Karabakh is not required. Now this is an internal matter of Azerbaijan,” RIA Novosti quotes Amirbekov as saying.

On September 19, Azerbaijan announced the start of “counter-terrorism measures of a local nature” in Nagorno-Karabakh with the goal of “restoring the constitutional order” and began shelling the territory of the unrecognized republic. The Azerbaijani side emphasized that the strikes were carried out only on military targets.

On September 20, officials of the unrecognized republic reported that a ceasefire agreement had been reached with the participation of Russian peacekeepers. At the same time, the government of the unrecognized republic announced plans to hold a meeting in Yevlakh, at which “the Azerbaijani side raised issues of reintegration, ensuring the rights and security of the Armenians of Nagorno-Karabakh. Issues of ensuring the livelihoods of the population of Nagorno-Karabakh” within the framework of the Constitution of Azerbaijan.
