On September 1, President of the Republic of Uzbekistan Shavkat Mirziyoyev participated in the anniversary meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in Bishkek.
The event, chaired by President of the Kyrgyz Republic Sadyr Japarov, was also attended by President of the Republic of Belarus Alexander Lukashenko, Prime Minister of the Republic of India Narendra Modi, President of the Islamic Republic of Iran Masoud Pezeshkian, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the People's Republic of China Xi Jinping, Prime Minister of the Islamic Republic of Pakistan Shahbaz Sharif, President of the Russian Federation Vladimir Putin, President of the Republic of Tajikistan Emomali Rahmon, as well as SCO Secretary-General Nurlan Yermekbayev and Director of the Executive Committee of the Regional Anti-Terrorism Structure (RATS) Ularbek Sharsheyev.
In accordance with the agenda, the achievements of the organization's 25-year history, along with promising objectives for strengthening stability, expanding cooperation, and further joint development, were discussed. An open exchange of views on the most pressing international and regional issues also took place.
At the meeting, the heads of delegations warmly congratulated President Shavkat Mirziyoyev and the people of Uzbekistan on Independence Day. They praised the country's leader's large-scale domestic reforms and pragmatic and open foreign policy aimed at strengthening the country's stability, security, and prosperity, and improving the well-being of the people.
Welcoming the meeting participants, the head of Uzbekistan expressed his best wishes to the President of Kyrgyzstan and the fraternal Kyrgyz people on the occasion of the 35th anniversary of state sovereignty. He particularly highlighted the country's impressive development momentum and the consistent strengthening of its authority in the international arena. He also noted the fruitful results of Kyrgyzstan's chairmanship of the Shanghai Cooperation Organization and supported the agenda and draft resolutions of the meeting.
The President of our country emphasized that over the past quarter century, the organization has proven its relevance and effectiveness. Guided by the principles of the Charter and the "Shanghai Spirit," the SCO has ensured equal dialogue, promoted regional stability, and fostered sustainable development in the region.
Since the SCO's founding, Uzbekistan has consistently supported its strengthening as an open, non-aligned, and peaceful platform for interaction, focusing on Central Asia.
Amid the ongoing geopolitical rift, growing trust deficit, escalating conflicts, and the erosion of international law, the need to resume dialogue and de-escalate in the Middle East has been reiterated.
The leader of Uzbekistan outlined the most pressing challenges facing the SCO.
It was proposed to begin developing a conceptual vision, "SCO 2040: A Space for Common Development."
"Its main goal should be to create an interconnected and sustainable space where investment, technology, and knowledge can be freely exchanged, major infrastructure and industrial projects can be implemented, and direct ties between regions, businesses, and people can expand," the head of state noted.
The development of an SCO Industrial Cooperation Map, which will unite special economic zones, production processes, sales markets, and logistics in a universal digital window for businesses, investors, and government agencies, has been identified as a key priority.
Among the priority measures, the Council of Heads of Government has identified the feasibility of initiating the selection of a portfolio of projects in the areas of transport, energy, industrial cooperation, and digital infrastructure for implementation, with the practical launch of the SCO Development Bank.
Welcoming the initiative of the President of China to establish a global organization for cooperation on artificial intelligence, the leader of Uzbekistan proposed establishing a partnership between the SCO and this new technological alliance. He also spoke in favor of the decision to establish an SCO Open Multilingual Data Corpus. A commitment to host an SCO Forum on Artificial Intelligence and New Digital Solutions was also announced.
In response to climate challenges, the need for a unified agenda on food, water, and energy security within the SCO has been emphasized. To advance this agenda, it has been proposed to create a specialized SCO mechanism that will coordinate comprehensive programs, technology exchange, and advanced knowledge sharing.
One of the steps in this direction is the development of an SCO Technological Cooperation Program in Water and Energy Efficiency until 2035.
To further develop an extensive system of international transport corridors, the advisability of establishing a Council for the Integration of Railway Spaces of SCO Member States was mentioned.
Maintaining peace and stability in Afghanistan was identified as a fundamental condition for regional security and development. In this regard, an initiative to resume regular dialogue between the SCO and Afghan representatives was voiced.
The head of state expressed confidence that the adoption of the regulations for the Universal Center for Countering Security Challenges and Threats in Tashkent marks the beginning of a new stage in the institutional development of the Organization, assuring that all necessary conditions for its effective operation will be created.
To further strengthen the friendly ties between peoples, the development of a Cooperation Program for the Preservation and Popularization of Traditional Arts and Intangible Cultural Heritage for 2028–2030 was proposed.
