The practical aspects of further deepening the Uzbek&ndash;Chinese relations of comprehensive, all-weather strategic partnership in a new era were reviewed, as well as expanding multifaceted cooperation in the context of implementing high-level agreements. Last year, trade turnover reached $14 billion, the number of joint ventures amounted to about 5 thousand , and since the beginning of this year, nearly $15 billion of Chinese investments have been utilized. The portfolio of technological partnership projects has approached $90 billion. Attention was drawn to the advancement of cooperation in high technologies, green and nuclear energy, artificial intelligence, transport, infrastructure, the agricultural sector, geology, chemistry, and other areas. Contacts at all levels have intensified, regions of the two countries are interacting effectively, and meaningful educational and cultural-humanitarian exchanges continue. The leader of Uzbekistan noted the need for thorough preparations for the upcoming high-level events and for enriching bilateral cooperation with new practical content. The importance of actively implementing the project to build the Uzbekistan&ndash;Kyrgyzstan&ndash;China railway and integrating it with other transport routes was emphasized. Special attention was given to coordination on issues of Afghanistan&rsquo;s socio-economic recovery and security. The need to continue close political dialogue and cooperation in multilateral formats was highlighted, along with supporting inter-university partnerships, poverty-reduction projects, tourism development, and other areas. Confidence was expressed in the successful holding of the Days of Chinese Culture in Uzbekistan at the end of November this year. Record-breaking drought and rapid land subsidence have pushed Tehran to the brink of an environmental crisis. Against this backdrop, President Masoud Pezeşkian acknowledged for the first time that relocating Iran’s capital is no longer a distant concept — it has become a necessary measure.

The 28-point plan places the crucial territorial provisions in point 21, even though steps on &ldquo;reintegrating Russia into the global economy&rdquo; appear much earlier, in point 13. According to the proposal, Crimea, Luhansk and Donetsk would be recognized de facto as Russian territory. The Kherson and Zaporizhzhia regions would be frozen along the current line of contact. Ukraine would withdraw forces from the part of Donetsk region it currently controls &mdash; this zone would become a neutral demilitarized buffer formally acknowledged as Russian territory. For the first time, the document mentions security guarantees for Ukraine, though without specifics. It only states that if Russia invades again, the West will deliver a &ldquo;strong, coordinated military response&rdquo; and reimpose all sanctions. The plan requires Ukraine to amend its Constitution to permanently renounce NATO membership, and NATO must reflect this decision in its own statutes. At the same time, EU membership for Ukraine is allowed. NATO countries will not deploy troops in Ukraine. The size of Ukraine&rsquo;s armed forces will be capped at 600,000 troops (currently 800,000&ndash;850,000; pre-war &mdash; about 250,000). Kyiv must maintain its non-nuclear status and hold national elections 100 days after the agreement takes effect. For Russia, the plan offers gradual sanctions relief, long-term economic agreements with the U.S. &mdash; including cooperation in energy and extraction of rare earth minerals in the Arctic &mdash; and a possible invitation to return to the G8.
