Tokayev Arrives in Germany as Strategic and Investment Partnership Takes Center Stage

Kazakh President Kassym-Jomart Tokayev has arrived in Germany for an official visit, with talks scheduled with German President Frank-Walter Steinmeier and Federal Chancellor Friedrich Merz. The sides are expected to discuss prospects for strengthening the strategic partnership between Kazakhstan and Germany.
The visit covers Berlin and Munich. Tokayev is scheduled to meet executives of leading German companies, financial institutions, universities and research organizations, as well as attend a business forum in Berlin and a technology business forum in Munich.
Critical raw materials are among the key areas on the economic agenda. In an article published by Handelsblatt, Tokayev noted that Kazakhstan produces 21 of the 34 raw materials considered strategically important for Europe and proposed establishing joint production and value-added chains with Germany.
At a meeting with leaders of German business associations and financial institutions, Tokayev said Kazakhstan seeks to become a reliable partner for Germany in Central Asia and across the Eurasian space. He highlighted Germany’s banking sector, engineering expertise and Mittelstand model as areas whose experience Kazakhstan aims to draw on during its economic modernization.
Tokayev also proposed establishing a Kazakhstan-Germany investment and financial platform. According to the president, it could combine German and European capital with Kazakh co-financing, guarantees and risk-sharing mechanisms, while the Baiterek holding would structure projects.
The president identified cooperation in critical materials, energy, green hydrogen, digital technologies, artificial intelligence, fintech and the development of Alatau City among other priority areas. He also said that S&P Global Ratings had upgraded Kazakhstan’s sovereign rating to BBB with a stable outlook in August. The upgrade was confirmed by Kazakhstan’s National Bank.
Transport and logistics are another major part of the visit’s economic agenda. Tokayev met Tobias Bartz, CEO and Chairman of the Management Board of Rhenus Group, to discuss the development of the Trans-Caspian International Transport Route and the implementation of joint infrastructure projects. Tokayev highlighted Kazakhstan’s goal of becoming one of the continent’s major logistics hubs, while Rhenus expressed interest in further joint projects, including a multimodal hub at the port of Aktau.
The president’s programme also includes meetings with representatives of German science and higher education. The broader economic agenda focuses on investment, critical raw materials, technology, energy and transport connectivity.
