Tokayev Discusses Law Enforcement Cooperation with OTS Interior Ministers

Kazakhstan’s President Kassym-Jomart Tokayev met with the heads of law enforcement agencies from the member states of the Organization of Turkic States (OTS). The talks focused on the importance of cooperation among law enforcement structures amid new global challenges and changes in Kazakhstan.
The meeting was attended by Azerbaijan’s Interior Minister Vilayat Eyvazov, Kyrgyzstan’s Interior Minister Ulan Niiazbekov, Türkiye’s Interior Minister Mustafa Çiftçi, Uzbekistan’s Interior Minister Aziz Tashpulatov and Kazakhstan’s Interior Minister Erzhan Sadenov, as well as OTS Secretary General Kubanychbek Omuraliev.
Tokayev noted that cooperation among Turkic states is strengthening year by year, supported by a shared historical past, similar languages and traditions, and common interests.
“The Organization of Turkic States makes an enormous contribution to strengthening our friendship. Kazakhstan attaches priority importance to deepening comprehensive interaction with this authoritative structure,” Tokayev said. He stressed that OTS member states are expanding ties across various areas, including cooperation among law enforcement agencies.
The President also highlighted the increasingly unstable and unpredictable global environment, saying that states must act decisively and swiftly.
Tokayev separately addressed changes in Kazakhstan’s system of public administration and security. He noted the establishment of the Office of the Security Council, tasked with comprehensive analysis of global and national challenges and coordination of work in national security. A higher consultative body, the Halyk Kenesi, is also expected to be established soon.
Kazakhstan’s new Constitution was adopted in a nationwide referendum on March 15, 2026 and entered into force on July 1. It also established the institution of Vice President.
At the close of the meeting, Tokayev conveyed warm greetings to the leaders of the OTS member states and called for maintaining friendly relations. The meeting took place ahead of the OTS Council of Interior Ministers session. The law-enforcement cooperation mechanism has been operating within the OTS since 2024, with Kazakhstan selected to host the third meeting following the previous gathering in Baku.
