Tokayev Forms Kazakhstan’s New Government

Kazakhstan President Kassym-Jomart Tokayev continued forming the country’s new government on September 3, appointing heads of key economic, security and social ministries. Several serving ministers and deputy prime ministers were also formally reappointed. Kazakhstan’s official government portal confirms the new appointments, including those of Zhaslan Madiyev and Alibek Kuantyrov.
Nurlybek Nalibayev was appointed First Deputy Prime Minister. Kanat Bozumbayev became Deputy Prime Minister, while Galymzhan Koishybayev was appointed Deputy Prime Minister — Chief of the Government Office. Serik Zhumangarin remains Deputy Prime Minister — Minister of National Economy, while Zhaslan Madiyev continues as Deputy Prime Minister — Minister of Artificial Intelligence and Digital Development.
Dauren Kossanov was appointed Minister of Defence and Yerzhan Sadenov Minister of Internal Affairs. Madi Takiyev was appointed Minister of Finance, Nurlan Sauranbayev Minister of Transport, Yerlan Sarsembayev Minister of Justice and Murat Mukhanov Minister for Emergency Situations.
Yerlan Akkenzhenov remains Minister of Energy, Yersain Nagaspayev Minister of Industry and Construction, and Zhuldyz Suleimenova Minister of Education. Arman Shakkaliyev continues as Minister of Trade and Integration, Nurzhan Nurzhigitov as Minister of Water Resources and Irrigation, and Akmaral Alnazarova as Minister of Healthcare.
Alibek Kuantyrov was appointed Minister of Ecology and Natural Resources. Aidarbek Saparov remains Minister of Agriculture, while Askarbek Ertayev continues as Minister of Labour and Social Protection of the Population. Erbol Myrzabosynov and Sayasat Nurbek remain Ministers of Tourism and Sports and Science and Higher Education, respectively. Arman Kyrykbayev was appointed Minister of Culture and Information.
On September 2, Tokayev appointed Mukhtar Tleuberdi as Minister of Foreign Affairs. He previously held the post from 2019 to 2023.
The appointments followed the resignation of the previous government and the appointment of Olzhas Bektenov as Prime Minister on August 31. The government’s official website still lists several officials in acting positions, indicating that the formation of the new cabinet is not yet fully complete.
