Turkic States Sign Framework Contract on Space Cooperation

Azerbaijan, Kazakhstan, Türkiye and Uzbekistan have signed an initial framework contract for capacity development of cooperation in the space industry within the Organization of Turkic States. The document was signed on October 6 on the sidelines of the 77th International Astronautical Congress, being held in Antalya from October 5 to 9.

The agreement is aimed at strengthening institutional cooperation among OTS Member States in space technologies, satellite development, scientific research, industrial cooperation and capacity building.

Uzcosmos Director Shukhrat Kadirov took part in the event. The signing marked an important step in developing space cooperation among the four countries and establishing a foundation for further joint initiatives.

OTS Secretary General, H.E. Ambassador Kubanychbek Omuraliev, welcomed the signing of the framework contract. He said the document demonstrated the Organization’s commitment to advancing scientific, technological and industrial cooperation across the Turkic World.

According to him, the framework contract provides a strong institutional foundation for expanding joint space initiatives and enables the experience of the OTS-SAT project to be developed into broader and more ambitious cooperation.

The 3rd IAF Global Space Leaders Summit was also held on the sidelines of the congress, with Shukhrat Kadirov among the participants. In his address, he highlighted the important role of space technologies in addressing global challenges, including climate change, water scarcity, land degradation and natural disasters.

The summit also addressed the use of satellite data in Uzbekistan, the development of the Mirzo Ulugbek scientific satellite in cooperation with Japan’s Kyushu Institute of Technology, and the further expansion of international cooperation.

Kadirov also spoke about preparations for IAC-2028, which will be held in Samarkand in 2028, and invited representatives of the international space community to participate in the congress.

The signing of the framework contract marks a new stage in space cooperation among OTS Member States and opens a new chapter in their joint efforts to develop scientific, technological and industrial capabilities.
