The decision was taken on October 5 at an emergency meeting of the Strategic-Political and Defense Committee of the Makkah Alliance for Defense in Riyadh. The participants discussed security developments and threats facing Saudi Arabia, as well as measures to strengthen military integration among the three countries.

The committee decided to move immediately to the practical implementation of collective defense commitments. The parties are to take the necessary measures to provide the agreed military forces and capabilities and ensure their rapid deployment in Saudi Arabia in accordance with approved arrangements and the national legislation of the participating states.

The implementation of these commitments is intended to strengthen readiness, deepen military integration and enhance the three countries’ collective capacity to confront and counter threats.

The meeting also saw the appointment of the alliance’s first Secretary-General. The position went to Pakistan’s retired Lieutenant General Nauman Mahmood, who will serve for a three-year term.

Saudi Arabia, Pakistan and Türkiye signed the Makkah Joint Defence Agreement on August 7. The agreement provides for stronger collective deterrence and expanded defense cooperation among the three countries. Under its terms, an armed attack against any one of the three states is to be regarded as an attack against all participants.

At the October 5 meeting, the parties reaffirmed that the security of each state is an integral part of the collective security of the three countries. They said putting the agreement into practical measures would demonstrate their commitment to collective defense and strengthen their joint capacity to respond to threats.
