Türkiye, Pakistan and Saudi Arabia Establish Mecca Defense Alliance

Türkiye, Pakistan and Saudi Arabia signed a joint defense agreement in Mecca on August 7, 2026. The agreement establishes a collective response principle under which an armed attack on any of the three countries will be treated as an attack on the others.
Turkish Foreign Minister Hakan Fidan described the agreement as a historic step and said it reflects an approach based on regional responsibility and joint efforts to ensure security. He said the region has entered a process of developing and testing a new architecture for security and cooperation.
As the alliance takes shape, foreign and defense ministers and chiefs of general staff from the three countries met in Istanbul. They agreed to establish a Strategic Committee on Political and Defense Affairs. The alliance’s permanent secretariat will be based in Riyadh, with Pakistan providing its first secretary-general.
The meeting covered military interoperability, joint exercises, coordination in counterterrorism, joint arms production, research and development. No specific projects have yet been announced. Potential areas of cooperation include air defense, unmanned systems, ammunition, secure communications and maritime surveillance.
The alliance is intended to remain open to other countries in the region. Fidan stressed the need to first establish a strong institutional framework, membership criteria and accession procedures. Egypt, Bangladesh and Syria are among the countries being discussed as potential participants. Iran has also been invited to join the agreement.
Saudi Defense Minister Khalid bin Salman said the parties had confirmed their readiness to activate the areas covered by the Mecca Agreement, strengthen integration and respond jointly to common challenges.
The alliance, however, is still establishing its permanent structure and has not publicly detailed procedures for implementing its core collective-defense commitment.
