US Senate Approves New Russia and Iran Sanctions Package with Tariffs of Up to 100%

The US Senate has approved legislation aimed at tightening sanctions pressure on Russia and Iran, giving President Donald Trump authority to impose tariffs of up to 100% on countries that are major buyers of Russian oil and gas. The bill passed by a vote of 86 to 11.
The legislation is named the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, honoring the late Senator Lindsey Graham. It authorizes targeted tariffs on imports from the five largest buyers of Russian energy, as well as countries that assist efforts to circumvent sanctions on Russia’s energy sector.
A separate section addresses Iran, seeking to prevent the expiration of sanctions authorities restricting financing for Iran’s energy and weapons sectors.
The legislation also preserves the US president’s authority to suspend sanctions on national-security grounds. Full termination of the measures would be tied to a peace agreement and an end to hostilities between Russia and Ukraine.
The bill now moves to the US House of Representatives, which is on its summer recess. The House is expected to take up the legislation after August 31.
