US, Ukraine and Europe Hold Talks in Kyiv on Security Guarantees and Territorial Issues

On Sunday, September 6, US presidential special envoy Steve Witkoff and Jared Kushner held talks with Ukrainian officials at the Mariinsky Palace in Kyiv. The discussions focused on the terms of long-term peace, security and economic guarantees for Ukraine, as well as the territorial issue.
It was the first visit to Ukraine by Witkoff and Kushner. A day earlier, the US representatives held a meeting with Russian President Vladimir Putin in Moscow that lasted nearly three hours.
Ukraine was represented by President Volodymyr Zelensky, head of his office Kyrylo Budanov, Foreign Intelligence Service chief Rustem Umerov and David Arakhamia, head of the parliamentary faction of the Servant of the People party. At the second stage of the talks, national security advisers from the United Kingdom, France and Germany joined the meeting.
Witkoff described the talks as substantive and important, saying the US delegation was “very encouraged” by the results. Kushner conveyed greetings from President Donald Trump and said the United States was seeking to secure lasting peace for Ukraine. He said Trump had instructed him to prepare a peace package for Ukraine.
Kushner said the talks addressed what elements should form a long-term peace and what such an agreement could mean for Ukraine, Russia and the rest of the world. He added that the United States would like to return to a trilateral negotiating format involving Russia and Ukraine.
According to Witkoff, new ideas for resolving the conflict were raised during the September 5 meeting with Putin. Zelensky said the main unresolved issue remained territory. The sides also discussed security and economic guarantees for Ukraine after the end of hostilities.
Zelensky said the war would most likely continue into the winter and expressed hope for support from US and European partners. According to Financial Times sources, however, Trump’s envoys told Zelensky and his team that progress could still be achieved before winter.
