Uzbek President Shavkat Mirziyoyev took part in the opening of the second meeting of the Uzbekistan–US Business and Investment Council on 19 October. Preparations for the meeting resulted in a package of 54 agreements and prospective initiatives worth around $12 billion. A comprehensive action programme will be developed to implement them.

The meeting was also attended by US Secretary of State Marco Rubio, US President’s Special Envoy Sergio Gor, and representatives of leading American companies and banks.

Mirziyoyev said relations between Uzbekistan and the United States had reached a qualitatively new level and called for broader economic ties built on a strong political partnership. He stressed that industrial development and modern infrastructure require not only investment but also the introduction of advanced technologies and the transfer of knowledge and expertise.

Priority areas include the extraction and advanced processing of critical minerals to produce high-tech goods, the development of a reliable energy system, the establishment of data centres, and the use of artificial intelligence and digital solutions in industry, agriculture, education and public administration. Education and workforce training were also highlighted.

The president outlined three priorities for the council. The first is to create clear and predictable conditions for American businesses. Uzbekistan plans to adopt a “plug and play” model offering investment projects with prepared sites, connected infrastructure, permits and documentation in place.

Uzbek businesses will also be able to participate as partners and share investment risks. A Direct Investment Fund has been established for this purpose.

The second priority is to jointly develop new economic sectors and major centres of industrial and technological growth. The third is to turn the council into a mechanism for long-term economic partnership. In this regard, Mirziyoyev proposed developing a Trade, Investment and Technology Cooperation Programme through 2035.

He also emphasised the council’s role in advancing joint initiatives and removing systemic barriers. A ceremony to exchange signed documents was held as part of the meeting’s opening.
