Uzbekistan to Introduce Unified System to Protect Workers from Harassment and Violence

Uzbekistan plans to launch the “Safe and Respectful Workplace” information portal by December 1, 2026. The platform will allow employees to submit online reports of workplace harassment and violence, while cases will be digitally reviewed and monitored.
Presidential Resolution No. PP-345, dated September 21, is aimed at creating a safe and respectful working environment, protecting employees’ dignity and preventing harassment, physical and sexual violence, sexual harassment, psychological pressure, stalking, discrimination and abuse of official authority. The resolution entered into force on September 22.
The portal will be launched by the Ministry of Digital Technologies within the information systems of the Agency for Management Efficiency for state bodies and organizations. It will provide online intake of complaints, investigation of cases, evidence collection, preparation of conclusions, data exchange and interaction through the platform. Information on investigations, their results and measures taken will be stored in the system and protected from deletion.
Cases containing signs of an administrative offence or crime may be referred to the relevant authorities through the unified “112” dispatch service. Complaints concerning harassment or violence committed by employees responsible for the portal, their direct supervisors or officials will also be automatically forwarded to a higher-level authority.
For private-sector organizations, similar functionality will be created in the “dmi.mehnat.uz” information system by December 1 for voluntary use. The resolution also provides for annual short-term training for employees and officials of state bodies on preventing workplace harassment and violence.
