A series of changes will take effect in Uzbekistan on November 1, 2026, covering courier shipments, pension services, liquefied gas sales, public safety, advertising and archival records. The new rules have been outlined by the Norma.uz portal.

What Changes in Uzbekistan from November 1, 2026?
The customs clearance fee for international courier shipments will be reduced by 20%. Certain categories of citizens will also be able to receive old-age pensions two years before the generally established retirement age through a proactive service.

People who worked in hazardous conditions or in arduous jobs and qualify for an early pension will receive the relevant services through Public Service Centres or the Unified Portal of Interactive Public Services.

From November, LPG-Trade will purchase liquefied gas and supply it to households through the exchange. Gas supplied to social-sector facilities will also be priced through the exchange, with prices formed according to market principles.

The response procedure for crime reports submitted through the 112 system will change. Patrol and security units of the internal affairs bodies will respond to incidents both in public places and in residential buildings. People who breach public order at mass events may be restricted from attending future events.

Businesses connected to automated electricity and natural gas metering systems will be required to make advance payments equal to 15% of their monthly consumption.

New requirements will also apply to advertising. SMS advertisements for goods, works and services may be sent only with the subscriber’s written or electronic consent. Advertising calls and notifications through mobile networks will be prohibited between 18:00 and 09:00. At a subscriber’s request, mobile operators will be required to block such calls and notifications, either fully or partially.

In addition, organisations, including non-governmental archives, will have to submit information about the archival documents they hold to state archives through the Archive Information System.

The changes affect both individuals and businesses. Consumers and market participants should take the new requirements into account when arranging services and planning operations. The rules will apply from the specified date, bringing changes to public services, utilities, communications and recordkeeping.
