Zelenskyy Urges Ibero-American Summit Participants to Help Restore Ukraine’s Energy System
World
Ukrainian President Volodymyr Zelenskyy has urged Spain and Latin American countries to provide urgent assistance to repair Ukraine’s energy infrastructure. Speaking at the 30th Ibero-American Summit in Madrid, he called for transformers, power cables, electrical equipment and generators to help restore the system damaged by Russian missile and drone attacks.
Addressing a special panel on November 5, Zelenskyy said Ukraine needed the broadest possible international cooperation to rebuild and maintain its energy network. He stated that every power plant in the country had been affected by Russian attacks, while energy workers were repairing damage around the clock to prevent a nationwide blackout.
The Ukrainian leader asked summit participants to help establish direct contacts with companies and manufacturers able to supply equipment compatible with Ukraine’s power grid. Kyiv is particularly interested in transformers from Brazil, Mexico, Argentina and Colombia; power cables from Chile; and electrical equipment, cables and generators from Spain. The requested generators include both diesel- and gas-powered models.
Zelenskyy also urged the international community not to remain silent about the consequences of Russian attacks and to continue providing diplomatic support to Ukraine. He noted that this was the country’s first participation in an Ibero-American Summit. In his view, engagement with Latin American states is important for broadening international backing, including support at the United Nations General Assembly.
On the sidelines of the summit, Zelenskyy discussed Ukraine’s needs with Spanish Prime Minister Pedro Sánchez, European Council President António Costa and European Commission Executive Vice-President Teresa Ribera. He thanked Spain for its continued assistance and separately met King Felipe VI, briefing him on the impact of Russian attacks. Zelenskyy said Kyiv was counting on Spain’s support to strengthen its air defences.
The summit took place in Madrid on November 4–5, 2026. Ukraine used its first appearance at the forum to seek practical equipment supplies and diplomatic backing from Spanish-speaking and Latin American partners.
