By 2028, Uzbekistan will transition to a wholesale market for electricity and gas

On October 10, at the St. Petersburg International Gas Forum, Deputy Prime Minister and Minister of Economy and Finance Jamshid Kuchkarov shared plans for reforming the electricity and gas markets.
"We aim to complete the transition to a wholesale natural gas market in Uzbekistan by 2028. Before that, in 2027, we will establish the electricity market," said the head of the Ministry of Economy and Finance.
Kuchkarov emphasized that gas extraction in the country is conducted by local companies under production sharing agreements (PSAs), highlighting the emergence of "new small companies." He also mentioned that Uzbekistan is interested in increasing the number of participants in the gas production market. To enhance energy efficiency and reduce natural gas losses, the government has developed a program for transferring gas distribution networks based on public-private partnerships (PPP).
"We are currently preparing such a project in the Bukhara region. We believe this will also help reduce natural gas losses," stated Jamshid Kuchkarov. "Turkey consumes 63 billion cubic meters of gas. We consume slightly less, but our population is half as large, and our economy is smaller," he noted.
The Deputy Prime Minister highlighted the importance of improving energy efficiency in the national economy. He also added that Uzbekistan will continue to collaborate with Gazprom and other Russian companies.
