I sincerely and wholeheartedly congratulate all of you who guard the health of our people on this widely celebrated professional holiday – Medical Workers' Day – and express my deepest respect and best wishes. As we know, health is a priceless treasure and a great blessing for every individual and society as a whole. We all understand that only healthy individuals and healthy people are capable of great accomplishments. There is profound meaning in the wise words of our great ancestor, Alisher Navoi: "Be a healer of the people – of both body and soul." I believe these words are addressed first and foremost to people like you, selfless and dedicated to your work. We highly appreciate your effective work in developing a new healthcare system in the New Uzbekistan. On behalf of the people, I express my sincere gratitude for your glorious and responsible work.

Dear healthcare workers!

You are, of course, well aware that improving public health is one of the priority areas of state policy in our country, ensuring the vital interests, honor, and dignity of individuals.

It should be noted that in recent years, the amount of funds allocated to this sector from the state budget has increased sixfold, and the material and technical infrastructure and human resources of healthcare institutions have been dramatically improved. High-quality medical services have become even more accessible to the population, reaching the mahalla level. Most importantly, today, every citizen feels the results of these changes in their lives. Thus, more than 400 high-tech medical services, previously available only in the capital, are now available in the regions and districts.

Based on international experience, a new model of primary health care is being implemented. As a result of our work in this area, 490 healthcare institutions have been reorganized in the regions in a short period of time, and 350 family clinics with legal entity status have been established.

Since 2017, the maternal mortality rate has decreased from 21 to 11 per thousand, and the infant mortality rate from 11.5 to 7.8 per thousand, a clear result of the reforms implemented in this sector.

This year, robotics was introduced in public healthcare institutions for the first time. Digitalization of medicine has now reached a whole new level. A unified electronic information platform, DMED, has been launched, including medical data for over 36 million people. A "Digital Healthcare" center has been established within the ministry's system.

The number of medical examinations and procedures performed using artificial intelligence has reached 43.

Another important innovation was the introduction of an electronic call management system for the ambulance service. Work on the implementation of state health insurance mechanisms is also continuing.

The share of the private sector in the healthcare system is growing. This is evidenced by the fact that over the past eight years, the number of private clinics in the country has increased from 3,500 to 9,000, and the types of medical services they provide have increased from 50 to nearly 130.

Uzbekistan's pharmaceutical market is seeing growing volumes of domestic products; since 2017, production has increased from 1.4 trillion soums to 6.3 trillion soums, while exports have increased from $6.3 million to $250 million.

To improve the system for training personnel for the sector, Tashkent State Medical University was established on the basis of three existing higher education institutions. The Urgench State Medical Institute has been established. Samarkand State Medical University has been included in the prestigious international THE ranking. The number of medical universities with international accreditation has reached eight.

This year, approximately 300 of our specialists have advanced their qualifications in dozens of developed countries.

Our people's living conditions are improving, with average life expectancy increasing from 73.8 to 75.1 years. It's impossible not to acknowledge the enormous contribution you, medical professionals dedicated to your profession and duty, have made to this achievement.

Maintaining peace in the country and the health of the people is crucial to achieving the lofty goals we have set. A people, a nation dedicated to strengthening peace and health, focused solely on the future and believing in their own strengths and capabilities, will certainly achieve their noble goals.

I am confident that you will devote all your knowledge, experience, and professionalism to this end, consistently continuing the glorious traditions of healthcare in Uzbekistan with even greater energy and mastering the latest advances in global medicine, thereby taking the development of this sector in the country to a new level.

Along with this, the focus of our state and society will continue to be on issues of adequately recognizing the work of healthcare workers and creating opportunities for them.
